Duties
This position serves as a Planning and Environmental Coordinator located in the BLM New Mexico State Office and is responsible for reviewing resource management planning activities in the field.
Ensures that Resource Management Plans (RMP), Environmental Impact Statements (EIS), and Environmental Assessments (EA) documentation meets prescribed quality standards and is in compliance with environmental laws, regulations, and policy.
Serves as the planning and NEPA technical liaison between bureau offices and other Federal, State, local government and private entities.
Prepares and monitors the planning and NEPA budget for subordinate offices and ensures document projects are completed within the prescribed cost target.
Provides responses to lawsuits, protests, and appeals.
Oversight of land use planning and compliance with the National Environmental Policy Act (NEPA) in BLM New Mexico.
Provides interpretation, guidance, program leadership and training for the development of major planning efforts and their associated National Environmental Policy Act (NEPA) documents for District/Field/State Offices.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-9 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience with land use and multiple use resource management planning. Working on interdisciplinary teams responsible for land use planning and environmental analysis processes. Reviewing planning and NEPA documents to ensure they are well-written and defensible. Reviewing environmental documents to ensure compliance with applicable laws and regulations. Maintaining planning and environmental analysis reports/database, and providing training and clarification on reporting requirements OR 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a directly related field of study OR an equivalent combination of the type and level of experience and education described above.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: Work is primarily sedentary but may require walking over rough, uneven or rocky terrain during extreme weather. May be required to drive off road or government vehicles.
Work Environment: Involves everyday risks and discomforts that requires normal safety precautions within a typical office or outdoor setting.
