Duties

This position serves as a Branch Chief to the Planning, Realty, Cultural Resources and Recreation branch. Facilitate short and long-range resource planning efforts that affect statewide goals, priorities, and funding levels in order to develop program priority recommendations. Evaluate planning and resource program effectiveness through analysis of office decisions and products. Review statewide planning and natural resources management policies. Recommends revisions to meet changing demands. Monitor program progress and recommend adjustments to meet work plans and operating budget. Supervises personnel in the Division to include: hiring, training, and motivating employees; assigning, tracking, and evaluating work; hearing grievances and complaints; acting upon disciplinary action, consulting and approving training needs. Coordinate workloads and conflicting directives with Deputy State Directors, Assistant Deputy State Directors, field offices, and other states or agencies. Provides statewide leadership for natural resources and related resource programs.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience interpreting and applying laws, theories, concepts, practices, and principles of multi-use resource management, conservation, and public land administration sufficient to lead and advise branch program specialist. Extensive knowledge of federal, state, and local regulations and policies affecting management of and planning for public lands and resources. Develop short and long-term resource planning efforts. Planning and managing program budgets including communicating issues and challenges to upper management. Experience supervising or leading a diverse workforce or team of technical specialist. Ability to work with outside agencies, organizations, and the public to meet agency objectives. Education may not be substituted for specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Work is primarily sedentary with no special physical demands. Site visits may be required and involve travel and moving about work sites. Work Environment: Work is performed in an office setting. Overnight travel may be required for training, meetings, or site visits. Work sites may include construction or industrial sites. Personal protective gear or other safety measures may be required.
