The Medicine Program Analyst (MPA) is in Specialty Service at the Oklahoma City VA Health Care System. The MPA serves Medicine Service as the coordinator, advisor, analyst, and planner for the delivery of health care services. The MPA has the principle responsibility to assist the Supervisory Management and Program Analyst by fulfilling administrative duties. The MPA is delegated responsibility to plan, schedule and carry out the administrative oversight of the Medicine section.

Duties

As the Program Analyst incumbent has delegated responsibility to plan, schedule and carry out the administrative oversight of the Medicine sections contracts, education/training, quality improvement and Quality assurance reasonability's for efficient, high quality patient care. In addition applying specialized knowledge of health care operations to the planning, organization, and evaluation of the delivery of services and exercising discretion and judgment in determining the priority of projects to complete, coordinate and delegate administrative functions. Major duties and responsibilities include, but are not limited to the following: Meets with Medicine Service and Medical Center leadership, advising them on issues that affect the delivery of health care in Medicine Services and the resultant impact on the Medical Center. Maintains and improves systems of delivering health care by developing better programs and policies, improving utilization of resources, designing and overseeing needed changes and being a catalyst for the many clinical programs and contract(s) in the Service. Works with local and VISN contracting to develop solicitations, evaluations, and negotiating contracts for furnishing products, services, construction or research. Provides expert level knowledge of planning, establishing, or reviewing contracts, programs, policies, or procedures. Provides support to all Medicine Service staff as it pertains to education and training. Pans and coordinates changes in workload to meet deadlines and maintain a smooth workflow; sets and adjust short-term priorities; assigns, directs and reviews educational and training needs staff and assures it is complete, accurate and timely; evaluates education and training performance and develops standards specific to each section's needs and objectives. Advises staff on all matters pertinent to the section; orients new employees in the various activities of Medicine Service as directed my supervisor. Coordinates and analyzes internal review activities of Medicine Service to ensure that both clinical and administrative functions adhere to VACO directives, contracting directive and standards issued by various accrediting and regulatory groups including the Joint Commission, the Office of Inspector General, the General Accounting Office, etc. Fund Control Point (FCP) official exercising fiscal management responsibility of in preparing and developing the budget obligations and forecasting for all of Medicine contracts. Responsible for data mining and ensuring data integrity throughout Medicine that includes fundamental knowledge of CPRS, VISTA, VSSC, Pyramid Analytics, etc. Work Schedule: Monday through Friday, 8:00am to 4:30pm Telework: Not Available Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below for GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides direction and oversite administratively of complex medical service contracts, education and performance metrics. Assists the Supervisory Management and Program Analysist in directing budget, management, and staffing. Directs and implements programs supported by the local VA and VISN levels to improve Veteran care. Administratively supports and directs specialty Medicine Services which support and directly affects the operations of the facility and organization. Reports committee status and events to the Service Chief and Supervisory Management & Program Analyst, effectively interacts with committee members and completes committee assignments. Knowledge of and ability to apply management tools and techniques (e.g. flow charts, needs assessments, resource management, information systems and applications) in dealing with daily medical center operations. Facilitate teamwork, promote effective organizational dynamics, and communicate effectively with subordinate staff; managers, upper management, etc. Excellent written and verbal communication skills both. Knowledge of contracting, procurement, purchasing. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (more than the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Occasional travel may be required. Even though most of the work is performed in an office environment, the MPA may be required to stand or walk for prolonged periods of time. There is a moderate amount of walking involved, with infrequent bending, lifting, and stooping. Vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue.Work is typically performed in an indoor setting in a well-lit climate-controlled office. Work location is generally a medical center responsible for treating Veteran patients with a wide variety of medical issues. Most of work is performed in an office or conference room setting. Daily visits to a variety of offices, hospital wards, special care units, laboratories, inpatient, and outpatient areas are required.
