Duties
You will be responsible for overseeing requirements development and initial fielding of defense systems and communications networks.
You will be responsible for coordinating with end users and resource sponsors to meet program requirements and objectives.
You will oversee and manage all phases acquisition life cycle to include definition, development, design, integration, test and evaluation, acquisition and contracts strategies, contract management, cost estimation, scheduling, production, etc.
You will effectively lead, integrate and coordinate disparate functional groups and develop a cohesive team capable of successfully handling complex problems encountered.
You will provide assistance to the PAPM and PM in preparing briefs to Congressional Staffers, Chief of Naval Operations, Type Commanders, Operational and Joint Test Commands, other Systems Commands, other stakeholders.
You will prepare program budget estimates, develop work breakdown structures, build program schedules, manage risks, perform contract planning and coordinate post-award activities.
You will coordinate preparation of program acquisition/integration documentation and ensure tasks executed/contracts let awarded are in accordance with appropriate guidelines and that the program stays within controls.
You will work with the PAPM or senior APM to communicate program information across the PEO and other relevant organizations to facilitate leveraging opportunities.
You will ensure the program(s) acquisition strategy, program of record and execution meet user requirements and are executable with acceptance.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Assistant Program Manager (APM):
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with requirements development and initial fielding of defense systems, preferably communications networks. Experience coordinating with end users and resource sponsors to meet program requirements and objectives.
Assistant Program Manager, Contracts (APM-C):
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and expertise with DoD contracting strategies for major program acquisitions, reviewing and developing procurement planning documentation in accordance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFAR), and Navy Marine Corps Acquisition Regulation Supplement (NMCAR) regulations to support solicitation, evaluation, and source selection for complex services and technical supply contracts.
