Duties
This Program Analyst position is located Enterprise Support / Operations Management / Human Capital & Business Operations Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Provides comprehensive human resource liaison services to senior management and employees assist with developing, interpreting and/or advising leadership on the broad range of Human Capital policies and administration; and serves as an advisor to managers and leadership on human resources, employee development, and workforce analysis.
Initiates, tracks, and facilitates programs related to: organizational structure; hiring and hiring practices; and Executive and Senior Executive hiring.
Plans, organizes, and implements human resource related projects and programs, utilizing resources across agencies to provide analysis and recommendations to senior leadership.
Conducts analyses regarding current human resource endeavors, projects, programs, employee development, and workforce planning.
Ensures alignment of organizational goals, policies, and requirements of projects, programs, and other endeavors towards mission goals.
Qualifications
To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience at the SV-F or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
- Experience scheduling and conducting studies of the effectiveness and efficiency of work operations and recommending modifications to improve and support human resources. ; AND
- Experience identifying and proposing solutions to complex HR issues.
To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such Specialized Experience defined as:
- Experience analyzing, evaluating and providing resolutions to problems and complex issues regarding Human Resources related programs/projects.; AND
- Experience researching program data related to a system, process, or technology in order to determine the effectiveness and efficiency for associated programs/projects.; AND
- Experience serving as a technical adviser regarding policies and guidance to apply analytical, evaluative methods and techniques to issues concerning Human Resources programs/projects.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
