This position is part of the Organization of the Joint Chiefs of Staff. The incumbent serves as Senior Cyber Policy and Strategy Advisor in the Joint Chiefs of Staff, Directorate for Strategy, Plans, and Policy (J5), Information Integration Division, for a broad range of cyber, influence, and electronic warfare (EW) strategy, plans and policy issues, including cyber plans and exercises, developing DoD strategic messaging, EW Concept of Operations staffing and approval, and integrated deterrence.

Duties

As a CYBER POLICY AND STRATEGY ADVISOR at the GS-0301-15 some of your typical work assignments may include: Supports the CJCS in the statutory role to prepare military analysis, options, and plans to recommend to the President and the Secretary of Defense (SecDef) on matters related to cyberspace, influence operations, and EW domains and conduits for shaping the information environment. Represents the Chairman of the Joint Chiefs of Staff at interagency meetings (e.g., Cyber Response Group, NSC sub-Interagency Policy Committee, etc.) and serves on working groups that address initiatives to develop short-, mid-, and long-term strategies for shaping the cyberspace and information environment, resolves policy issues and provides situational awareness for the Directorate for Strategy, Plans, and Policy (DJ5). Coordinates across multiple DoD components to include U.S. Cyber Command (USCYBERCOM), U.S. Special Operations Command (USSOCOM), the Defense Intelligence Agency (DIA), the National Security Agency (NSA), the Services, and other Joint Staff Directorates to develop military advice regarding the application of cyberspace, influence, and EW strategy and policy to achieve military, defense and national security objectives in competition below the level of armed conflict and combatant command operations (OPLAN) and concept (CONPLAN) plans. Collaborates with a broad community of interagency stakeholders to develop recommendations pertaining to the formulation of national-level policies and strategies across specified areas of responsibility, as well as recommendations for Chairman of the Joint Chief of Staff' military advice to the National Security Council, and Secretary of Defense on developing or modifying strategy, plans and policy for cyberspace, influence operations, and Electronic Warfare. Works with the Joint Staff, USCYBERCOM, USSOCOM, and U.S. Strategic Command to identify recommended changes in the Presidentially-signed Unified Command Plan for cyber, influence, and EW tasks and responsibilities.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Utilizing plans and strategy development processes within DoD and across the Interagency, to include actions for cyberspace, influence operations, and electronic warfare, associated capabilities and force structure, and operational doctrinal concepts to apply new, original, and authoritative thinking and advice to senior military and civilian leaders on policy, plans and strategy issues impacting the nation and the Department's contribution to national security policy; Applying Department of Defense authorities, policies, strategies and planning processes to include statutory responsibilities to draft and publish planning guidance to assist the President, Secretary of Defense, and Chairman of the Joint Chiefs of Staff to providing strategic direction for the Joint Force; Applying knowledge of Chairman of the Joint Chiefs of Staff development and execution of Global Integration of cyberspace, influence operations, and electronic warfare strategies and plans through the National Military Strategy, the Joint Strategic Campaign Plan, the Global Campaign Plans, and Globally Integrated Frameworks; Applying knowledge of Joint Staffs role in providing military advice on cyberspace, influence, and electronic warfare strategy, plans and policy related to the interagency through the National Security Council-led Policy coordination committee, Deputies committee, and Principal committee processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
