The primary purpose of this position is the incumbent serves as Command level telecommunications requirements and implementation program manager; monitors the telecommunications programs and/or systems for the command and define, and implement telecommunication requirements.
Duties
Serves as the Senior AFOSI Telecommunications Program Manager.
Monitors all aspects of telephone services.
Defines and implements telecommunication requirements.
Manages unique law enforcement and force protection telecommunication capabilities and requirements.
Participates in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Telecommunications Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology; serving on committees and working groups that identify and resolve or assign the responsibility for resolving conflicting program requirements; experience with operational and performance characteristics of radio, cellular, and satellite telecommunications systems; to include security principles, methods of implementation, and systems management. Developing and implementing procedures and practices to cover multi-service communications objectives; Coordinating, planning, and satisfying user requirements for satellite communications equipment and systems to develop policies and procedures; and communications and information systems, analyzing and resolving difficult/complex problems, and developing thorough operational impact statements based on changes in resource availability.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements, and of operational and performance characteristics of telecommunications equipment, systems, services and transmission media to evaluate devices, proposals and approaches.
2. Detailed technical knowledge of operational and performance characteristics of radio, cellular, and satellite telecommunications systems; to include security principles, methods of implementation, and systems management. Working knowledge of specialized communications systems such as Military Ruggedized Tablet (MRT), High Performance Waveform (HPW) radio, Automatic Link Establishment (ALE), Push-to-Talk (PTT) applications and Voice over Internet Protocol (VoIP) to traditional radio interfaces, Mobile Ad-Hoc Networking (MANET), SATCOM, and Android Tactical Assault Kit (ATAK).
3. Knowledge of basic electronics theory and operating principles, and the application of existing and planned technology for communications requirements, equipment interoperability and compatibility
4. Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, and budgets.
5. Ability to research patterns to develop new methods, criteria, or proposed new telecommunications policies and procedures; communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service.
6. Ability to analyze a variety of unusual telecommunications conditions, problems, questions, or conditions associated with formulating projects or studies to substantially alter major telecommunications systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, and networking) from a MAJCOM perspective.
