You will serve as a TELECOMMUNICATIONS SPECIALIST in the Marine Corps Warfighting Laboratory, within the DC Combat Development & Integration/CGMCCDC of the MARINE CORPS COMBAT DEVELOPMENT CMD. Duties

You will provide technical assistance and guidance to communication system users, program managers, contracting personnel, military, and civilian within the Division. You will establish or advice on the interpretation and application of policy, standards, and procedures for evaluating current and future telecommunications requirements. You will review plans and specifications for adequate analysis and justification of requirements, realistic cost estimates and implementation dates, and consideration of supporting requirements. You will resolve problems or delays, adjusts schedules, or divert personnel or equipment from lower priority work to meet critical milestones and determine the necessity and feasibility of providing services from other facilities or mobile units. You will works on a variety of major telecommunication programs, requirements, or projects involving in forecasting requirements for MCWAC and the reviewing of technology to identify potential applications for future communication systems. You will design, develop, monitor, coordinate, and conduct a variety of technical and operational tests and evaluations of a wide range of communications equipment, systems, networks, and facilities. You will review and analyze data, make technical judgements, and prepare decisions and recommendations concerning quality, acceptability, and need for changes and improvements.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing of specifications and planning telecommunications programs and projects involving the gathering of materials, coordinating schedules, testing equipment, services, and software for performance acceptability. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

You may also meet the minimum qualifications for this position through education and/or a combination of education and experience. Applicant must posses one of the following to qualify:

Master's or equivalent graduate degree

OR

2 full years of progressively higher level graduate education leading to such a degree

OR

LL.B. or J.D., if related

OR

If qualifying based on a combination of education and experience, combines they must equal 100%.

Degree/education must fall into one of the following fields of study:
Electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.
