You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (Acquisition Technical Specialist) in the Guns Division (G3), Systems Integration (G) of NAVSURFWARCEN IH DIV located in Picatinny, NJ. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. This vacancy is being recruited as a two-grade interval position.

Duties

You will serve as an acquisition technical specialist providing support for the acquisition of Naval Minor Caliber Gun Weapon Systems (GWS). You will interface with the Director of Acquisition and Strategic Planning, ISEA Minor Caliber GWS Project Manager, Sponsor(s), Acquisition Engineering Agents (AEAs), Acquisition Technical Specialists, and the Contracting Officer Representative. You will collaborate with the Director of Acquisition and Strategic Planning and teammates to execute technical rigor programs needed for timely and quality production and procurement of Naval Minor Caliber GWSs. You will participate in work related to the acquisition plans, technical data reviews, risk management, and in Source Selection requirements for gun weapon system(s); and provide progress reports/updates to your chain of command. You will perform work applying various business strategies which require the application of acquisition theories, trade practices, concepts and principles as they relate to manufacturing and quality control.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09/10 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating contractor performance or supporting development of contract documentation (e.g. Procurement Data Package, Statement of Work, Independent Government Cost Estimate, Technical Reviews, etc.) to ensure conformance to contracting regulations for procurement of products, supplies, or services for weapons system programs. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

-Successful completion of a Ph.D. or equivalent doctoral degree.

-Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
