The position will serve as Management Analyst, the incumbent is responsible for assisting the Benefits Eligibility Support Team (BEST) Division Manager in the implementation of Compensation and Pension benefits programs under the auspices of their Regional Office. The BEST Division Center has all the staff functions necessary to perform the administrative activities, including administrative support, fiscal operations, and some human resources management.

Duties

The employee bears responsibility for providing qualitative and quantitative assessments of the wide range of division operations. The broad scope of duties include: Assists the Benefits Eligibility Support Team Manager (BDM) and other management officials in the implementation of Compensation and Pension benefits. The incumbent either develops or reviews the local plans for the implementation of the various programs by subordinate elements in the division. These plans include the necessary interpretation and application of the various legal, regulatory, and directive material issued by higher levels of the organization, which insure the accurate, quality and effective implementation of the law. Ensures the appropriate research of the law, regulations, and directives of other government agencies within the Executive Branch and other branches of the Federal government and ensures that this information is adhered to in the development of local policy and plans. Establishes and maintains liaison with operating and management officials at all levels to ascertain needs in accomplishing the BEST mission. Participates extensively in all planning and is relied upon to clearly give views on new or revised policies and the impact of organizational changes emanating at higher supervisory levels. Organizes and documents findings of studies and prepares recommendations for implementation of new systems, procedures, or organizational changes. Confers with personnel concerned to assure smooth functioning of newly implemented systems or procedure. Participates as a member of several station committees and is expected to contribute sound technical advice. Performs research on issues of importance to the Director, Assistant Director, BDM and other management officials, or in response to inquiries levied by higher levels of the organization concerning regional office operations. The incumbent proposes recommendations for action to the BDM or other officials for the resolution of operational problems utilizing the computer systems available. Completes validation for the BDM on the recommendations offered to resolve problems from other management officials. Participates in discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information, to investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems. Advises management of unique conditions and issues which affect administrative activities and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations, and procedures. Serves as a liaison between VBA District Offices and the RO, coordinating and facilitating initiatives that require team cooperation and action. Handles correspondence and is privy to sensitive employee and labor relations issues such as local negotiations, grievance responses, and disciplinary/performance action drafts and files. Acts with extreme confidentiality and discretion when dealing with highly sensitive employee and labor relation matters for example, disciplinary actions and management strategy in negotiations with labor. Provides local advice and prepares memos for the BDM regarding labor management issues, master agreement discrepancies and management's position on such issues such as changes in working conditions or conditions of employment within the Regional Office. Keeps all records and timetables concerning Master Agreement matters for the BEST Division. Works independently in case reviews, procedure and policy reviews, and exercises oversight of numerous administrative matters, including currency of delegations of authority, appropriate communication procedures and practices, and the maintenance of administrative records keeping systems. Studies budget activity, organizational staffing, and recommends personnel changes to the BDM. These studies include, but are not limited to, long and short-range personnel needs and the effectiveness of position management practices in each program. Assists the BDM in developing long and short range goals and objectives including allocation of resources and the organization and direction of work. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience is defined as work that involves preparing reports, memorandums or letters evaluating and analyzing processes, conducting internal audits to determine compliance with policies and regulations and evaluate program effectiveness, coordinating and facilitating initiatives requiring team cooperation. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or an LL.M., if related. OR, Combination of specialized experience and education Applicants may also combine education and experience to qualify at the GS-11 level. You must have a combination of specialized experience and education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (36 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS11 grade level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. Work may also require walking and standing in conjunction with travel to and attendance at meetings.
