About the Position: Serves as the principal force management planner and advisor to the Corps of Engineers and the Director, Office of the Chief of Engineers on the Force-Structure Development engineer-related issues and actions. Position requires a detailed understanding of force management and materiel development processes, engineer doctrine, and a broad knowledge of engineer equipment requirements.
Duties
Serve as principal advisor to the Chief of Engineers and Office of the Chief of Engineers on Force Structure Development for Engineer related issues and actions.
Ensure coordinated integration in the G-3/5/7-led Total Army Analysis (TAA) process and other aspects of the Army Force Management Model (AFMM).
Engage early in planning to integrate engineering capabilities into the Five Phase Force Development Process, Army Program Development, the Planning, Programming, Budgeting, and Execution Process, etc.
Use effective interpersonal skills to communicate with senior leaders, support staff, and other stakeholders
Review and facilitate the introduction of new technology which close capability and allow for future engineer technology development through the Joint Capabilities Identification System, and Capabilities AROC Management System (CAMS).
Provides engineer equipping representation in the development of The Army Plan (TAP) as part of the Army’s Planning, Programming, Budgeting and Execution (PPBE) process.
Effectively use Microsoft Office (Word, Excel, PowerPoint, etc.) to produce briefing and decision support products.
Requirements
- This position requires the incumbent to be able to obtain and maintain Secret security clearance or access for the duration of employment.
- Position requires approximately 30% TDY (travel) away from permanent duty location.

Specialized Experience: One year of specialized experience which includes determining future force structure requirements OR developing and integrating capabilities; developing materiel solutions in conjunction with established acquisition processes; coordinating functions to enable organizational changes, equipment fielding, doctrinal evolution, and engineering support to military operations; assessing, analyzing, and evaluating force design options to achieve operational effectiveness of the engineer force; recommending resolutions of problems to senior leadership for decisions directly affecting engineer organizations; and performing operational analysis to assess overall troop unit readiness and in-depth analysis of specific troop unit readiness issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).
