As a Lead Program Analyst, you will be responsible for performing management and/or program support work and analysis, to include communicating assignments, establishing milestones, balancing workload, monitoring work and reports, coaching, facilitating and providing input to supervisor on employee performance. Location of position: General Services Administration (GSA) Public Buildings Service (PBS) National Capital Region (NCR), Office of Acquisition, Washington, D.C.
Duties
Review and evaluate management and administrative practices and procedures. Develop recommendations for new policies, procedures, processes, and regulations. Articulate and communicate to the employees in the group, the assignments, projects and problems to be solved, actionable events, milestones and/or program issues under review, and deadlines and time for completion. Guide and make recommendations in the selection and application of appropriate solving methods and techniques, provides advice on work methods, practices and procedures, and assists the employees in identifying the parameters of viable solutions.
Perform administrative work and analysis in one or more of the following areas: personnel management/administration, organizational design, workforce development, budgeting/financial management, procurement/contracting, business strategy, information technology, and property management. Perform program cost analyses such as development of life cycle or other cost analyses of projects, or performance of cost benefit or economic evaluations of programs. Independently conduct cost-effectiveness studies for operating or administrative programs with a regional or equivalent impact. Consider all aspects of new or established programs, including statutes, policies, objectives, workload models, resource estimates and utilization, issues, constraints, impacts and concerns related to other organizational components.
Provide management at all levels with statistical analysis, correlations, and identification of associated indicators and drivers that have impact on various parts of PBS business activities. Research, learn and apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products.
Provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks. Consult with technical experts of other disciplines, such as, engineers, realty specialists, building management specialists, and building managers for assistance in interpretation of highly technical provisions or requirements. Serve as a liaison to agency regional/national program offices; represents respective Division's interests. Participate in and coordinates activities of task forces, special studies, and special projects. Serve as coach, and /or negotiator in coordinating individual initiative and in consensus-building activities among employees.
Lead a team typically comprised of Analysts and support staff, at least 25% of whom have a full performance level of GS-12 or higher. Assist the team in assessing its strengths and weaknesses and determines how improvements can be made. Train or arranges for the training of team members in methods and techniques and working in teams to accomplish tasks or projects. Serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus-building activities among team members. Assist in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, new or existing, skill level and/or occupational specialization.
Provide input to supervisor on performance of group and/or employees in the group. Recommends actions affecting individual awards, rewards and recognition.

SPECIALIZED EXPERIENCE:
All candidates must possess one year of specialized experience equivalent to at least the GS-12 level or higher in the Federal service. Specialized experience is experience applying qualitative and quantitative techniques in order to analyze and evaluate the effectiveness of complex program operations and/or project initiatives aimed at improving business processes and customer service initiatives. Such experience must have included implementing and/or maintaining tracking and reporting systems that measure the success of program operations, applying change management techniques, and consulting with and advising management officials on program and/or project issues, concerns, and successes.
