Duties
This position is located within the Department of the Interior, Office of the Director for the Bureau of Safety and Environmental Enforcement (BSEE) in Washington, D.C., with physical placement in the Office of the Assistant Secretary-Land and Minerals Management (ASLM).
This is a temporary promotion and/or temporary reassignment/full-time. This position is at the GS-14 level. Management is willing to consider temporary promotions for eligible GS-13 employees. The temporary promotion/reassignment will last the duration of the appointment of 1 year and may be extended not-to-exceed 2 years. Upon completion, the candidate will be returned to a position similar to their position of record (the position they held prior to the appointment) and equivalent grade (if not their position of record). It would be up to their employing office if they can hold the position of record for the duration of the employee's temporary promotion/reassignment .
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Responsible for serving as the manager of BSEE documents (regulations, policies, memos, press releases, budget, correspondence, congressional items, etc.) for clearance or review within the ASLM Office.
2. Leads ASLM Office preparations for travel and external events on BSEE-related issues.
3. Prepares or coordinates pre-briefing materials, including memos, background materials, and talking points for meetings that provide the bureau perspective on the issues under consideration.
4. Serves as the primary consultant and advisor on BSEE programs to ASLM office.
5. Performs review of BSEE regulations, directives and procedures that are before the ASLM Office for clearance.
6. Conducts review and analysis on any BSEE issues relevant to the ASLM senior leadership, as well as any BSEE materials provided to the ASLM for formal clearance.
7. Closely coordinates with the other bureau liaisons on the ASLM hallway from the Bureau of Ocean Energy Management (BOEM), the Bureau of Land Management (BLM), and the Office of Surface Mining Reclamation and Enforcement (OSMRE) to identify and coordinate on overlapping and/or related issues.
Duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-14 Step 1: $139,395-$181,216 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Specialized Experience for the series to which you are applying.
(1) Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Advising management of potential issues and impacts of policies and programs:
2) Developing recommendations and alternatives for resolving issues:
3) Preparing reports and papers supporting positions on policies and programs; AND
4) Presenting findings, recommendations and/or alternatives for resolving issues to management.
