The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Performs assignments that are agency-wide in scope and have significant impact on issues facing the operating unit. Conducts Business Reviews of field and headquarters offices, serves on task forces or study groups, and performs independent analyses of area or nationwide program operations.
Comprehensively plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, teams, or interfacing administrative systems.
Independently studies complex problems facing operating unit functions or those of particular concern within specialized areas of the organization. This may require coordinating input from activities outside the division and identifying new methods of performing work.
Participates with cross-functional representatives on nationwide activities within the operating unit, including workplans, business plans, etc. Conducts studies and analyses to support operational reviews, measure achievement of goals, execution of plans, compliance with directives, and utilization of resources.
Analyzes assigned program area(s) to discern trends in program delivery. Consolidates report data to measure effectiveness in meeting baselines or the degree to which program plans and achievements support strategic agency initiatives.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience with IRS functions, policies, regulations, procedures, and operations to conduct reviews and Document Matching activities; Experience recognizing significant tax issues and enforcement changes in order to develop new or revised procedures or products for the Document Matching programs; Experience using a wide range of analytical and evaluative methods in order to develop new approaches to existing programs such as compliance, accounts management and/or taxpayer education and communication functions; Experience using the principles of management planning, program and process analysis to develop, design, and implement new or revised policies and procedures; Experience in oral communication to present plans and proposals to individuals and groups, including top-level managers and field employees; Experience with written communication to prepare comprehensive written reports, disseminate policy information, and document findings and conclusions. Experience providing guidance and serving as a technical program and policy expert to be able to prepare complete decision packages, studies, and major recommendations.
Qualifying experience may include the following: Experience in every aspect of the Document Matching Under reporter processes used in IMF AUR, BMF AUR or CAWR and FUTA. Experience in Collection/Exam or Operation support Headquarter processes and procedures, (i.e., analyzation, conducting studies, legislative changes, etc.) Experience in conducting studies to analyze effects of legislative changes and changes needed for program processing, ACCESS database inconsistencies and/or resource monitoring. Experience analyzing income types to identify, select and monitor viable inventory. Experience identifying problematic processing problems. Experience defining policies and procedures related to the Under reporter Programs and applying them. Experience with the Under reporter process and/or other headquarter Collection/Exam or Operations Support Programs to develop and present briefings about program issues and/or resolutions to executives.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
