The Federal Highway Administration’s (FHWA) Office of Transportation Policy Studies in the Office of Policy and Governmental Affairs is seeking a qualified candidate to serve as the Team Leader of the Enterprise Performance Management Team. The primary role of the EPM Team is to create the culture, capabilities, and practices needed to implement FHWA’s mission, goals, and objectives.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements. You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume or you may be deemed ineligible.
To qualify for the GS-15, you must have at least one year of experience equal or equivalent to the GS-14, it must include:
Experience with program and management analysis principles, including qualitative and quantitative analytical techniques, performance measurement; organization design, business process analysis, and information requirements analysis; AND
Experience developing and implementing tracking measures that aid in determining customer needs and evaluating and measuring office performance progress; AND
Experience analyzing and applying key policies and regulations related to Government Performance and Results Modernization Act of 2010 and OMB Circular A-11, Part 2, “Preparation and Submission of Strategic Plans, Annual Performance Plans, and Annual Program Performance Reports,” OMB Circular A-123 “Management’s Responsibility for Internal Controls,” and the “Foundations for Evidence-Based Policymaking Act of 2018,” OR other pertinent guidance on organizational and performance management governance.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): For job series GS-2210 experience must be IT-related and demonstrate each of the following four competencies:
Organizational Performance Analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.
Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
Strategic Thinking- Formulates objectives and priorities and implements plans consistent with the long-term interests of the organization in a global environment. Capitalizes on opportunities and manages risks.
Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
