The primary purpose of this position is primarily responsible for administering the Declassification Program at the North American Aerospace Defense (NORAD) Command and the United States Northern Command (USNORTHCOM). This program implements automatic and systematic review requirements as outlined in Executive Order (EO) 13526 and the associated Kyle and Lott Amendments.

Duties

Serves as a Declassification Program specialist responsible for the day-to-day administration and declassification of official records for NORAD and USNORTHCOM and its subordinate organizations. Conducts the mandatory and automatic/systematic declassification review for all NORAD & USNORTHCOM Command records. Serves as the NORAD & USNORTHCOM FOIA assistant program manager. Maintains the Commands Assessor Schedule.

  • This position has been designated as Critical Sensitive. The employee is required to obtain and maintain a Top Secret clearance as a condition of employment. A non-disclosure agreement must be signed.
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing.
  • This is a KEY position. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively.
  • This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. Applicants for positions designated as “Key” positions who do not agree to this condition shall not be extended an offer of employment.
  • Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations may be required in performance of temporary duty (TDY). Official passport may be required.
  • Employee may be required to work and/or be “on call” after normal duty hours, which may include evenings, weekends or holidays.
  • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
  • Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled” Telework.
  • Must be able to obtain and retain a Government issued travel card to be used for official business as a condition of employment.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0301 Series. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: skill in applying a wide range of classification, safeguarding, and declassification laws, policies, precedents, and regulations including EO 13526 in order to determine release or hold of command records. Extensive management skill and knowledge of diverse missions, functions, goals, and objectives in order to direct, implement, and administer programs. OR EDUCATION: Ph.D or equivalent Doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR have a LL.M. if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Knowledge of and skill in applying a wide range of classification, safeguarding, and declassification laws, policies, precedents, and regulations including EO 13526. 2. Knowledge of and ability to conduct research, analyze, interpret, and apply the FOIA, Federal Laws, Executive Orders, statutory laws, policies, regulations, and precedents applicable to the administration of public programs and directives that govern the release of Federal information to the general public, including foreign nationals and international organizations. 3. Skill in planning, organizing, and providing technical direction to Declassification and FOIA officers within the Commands, subordinate commands, operations centers, and Joint Task Force units. 4. Skill and ability to effectively communicate orally and in writing and to present high-quality briefings, lectures, and speeches to high-level audiences on short notice. 5. Knowledge of analytical and evaluative measurement methods to accurately assess information and trends used to make adjustments to programs based on such analysis. 6. Knowledge of and skill in addressing a myriad of information release issues and their application to requests for agency data and documents. 7. Knowledge and skill in accessing and locating information through use of a computer or terminal on various information technology programs (i.e., computer databases and office production software; e.g., Microsoft Word, PowerPoint, Excel, Access, electronic redaction software, Adobe Acrobat, SharePoint). 8. Ability to analyze multiple senior leader calendars and effectively manage command priorities in order to organize a non-conflicting schedule PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
