The Supervisory Program Specialist works under the Service Chief, Diagnostic Imaging at the Malcom Randall VAMC, located in Gainesville, Fl. The incumbent performs operational managerial and analytical duties in the support of DIS. Incumbent helps in resource utilization, strategic planning, and organizational development. Incumbent provides supervision to support staff by providing guidance on technical problems and managing flow of work within the administrative office.
Duties
Develops informational materials for medical facility customers and staff, including procedure preparation instructions, SOP's, Policies and Procedures.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Monitors quality improvement measures for the Medical Center; reviews quality and performance measures for process improvement. Ensures compliance with VHA policy, directives and guidelines. Prepares all recurring monthly reports, compiles, and analyzes data and gathers information reports for submission to the Service Chief. Resolves informal complaints or grievances from internal and external customers. Establishing procedures to ensure all employees receive periodic training and regular status briefings on the programs and health benefits administration to ensure compliance and priority scheduling. Implements work flow and flow charting increase workload performance. Reviews data from resource utilization, strategic planning, and organizational development and proposes and implements solutions. Conducts special studies on manpower, space, and equipment utilization. Provides information relating to credentialing and privileging of staff, performance improvement and workload statistics. Recommends promotions, reassignments, or other status changes of assigned personnel, such as retention or release of probationary employees, step increases, and recognizes outstanding performance by recommending meritorious awards. Investigates complaints and incidents; responds and documents outcomes, coordinates action on follow-up and corrective action/service recovery with Patient Advocate. Coordinates with Performance Improvement Service to maintain compliance and accreditation readiness, including Joint Commission readiness. Collects and analyzes data related to Access, Scheduling, Consult Management, Physician Productivity, DRT workload and service effectiveness.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework 6 days per pay period upon supervisory approval. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/14/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS 11 position you must have served 52 weeks at the GS 09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience working projects to measure efficiency of programs.
Experience gathering and analyzing data for monthly reports to the Service Chief.
Experience implementing new policies and procedures after analyzing existing ones.
Experience participating on several committees and performance improvement workgroups.
Advanced skill to use MS Word, MS-Excel and MS-Power Point, MS-Outlook to store and retrieve electronic documents and files, format letters, reports, memoranda and transmit and receive e-mail.
Experience providing information relating to credentialing and privileging of staff, performance improvement and workload statistics.
OR-Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office. This position may require occasional travel.
