The position is located in VHA's Office of Health Informatics (OHI), Program Support Operations, Budget & Finance Contracting Support service. The OHI Program Office is responsible to serve the health information needs of our stakeholders, which include Veterans and their families, clinicians, and health system leaders at the local and national levels.
Duties

The incumbent performs Contracting Officer Representative duties including the procurement, oversight, inspection, and completion of the required work to be accomplished in assigned contracts. The incumbent also performs a variety of analytical, planning, evaluative and advisory functions concerning OHI operations, as well as plans, coordinates and organizes in depth analyses, reviews evaluations of OHI programs, policies and
procedures. The incumbent applies a wide range of qualitative and quantitative methods to assess complex management and program processes and systems. The selectee provides oversight and project management for business operations, monitors program effectiveness, and ensures that programs function efficiently, cost-effectively, and in compliance with appropriate regulations and laws.
Work Schedule: Monday-Friday, 08:00-4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Selective Placement Factors
SPF #1-Expert knowledge in fiscal laws, Federal Acquisition Regulations, other regulations, policies, and precedents required to serve as the Contracting Officer Representative and to plan, schedule, and oversee contract services. This includes the various means of acquiring goods and services for the government.
SPF #2: Incumbent must possess current COR Level 2 or Level 3 certification.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: plan and implement contract services within a healthcare organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is primarily sedentary but involves use of a government furnished computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools are required. Some physical effort is required in that the incumbent lifts and carries reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. The work does not require any special physical effort.
