This position is with the Office of Secure Transportation, Office of Program Integration, Aviation Operations Division. This position serves as a Transportation Management Specialist (Resource Manager) that will assist the operation of NNSA/OST-owned fleet aircraft equivalent to the activities of a large regional airline and supplemented by contracted aviation services, operating under the direction and accountability of OST.
Duties
As a Transportation Management Specialist, you will:
- Mange the planning, programming, and budgeting for OST's Aviation Program.
- Serves as a principal advisor to the Aviation Program Manager on policy, cost issues, and practices.
- Apply national policy, laws, rules, and regulations for applicability to NNSA/OST aircraft operations.
- Prepare guidance and procedures for NNSA/OST's aviation program business management.
- Responsible for the development and implementation of internal controls.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
Have one full year of specialized experience equivalent in responsibility and scope to the NQ-02, NV-03 pay band, or GS-12 level as described in the vacancy announcement under specialized experience requirements.
Examples of specialized experience would include experience managing organizational budgets associated with an aviation program to include the use of airplane cost factors, flight operations, ownership and maintenance of aircraft. Experience with aviation resource/contract management, creating cost analysis plans, and financial and capital asset management.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
