You will serve as a PROGRAM MANAGER in the SURFACE SHIP READINESS PROGRAM; SURFACE WARFACE DIRECTORATE of NAVSEA HQ FIELD SUPPORT.
Duties
You will serve as a senior program manager for the Ship Control System (SCS) Program, responsible for programmatic oversite of tasks on the various ship class throughout the US Navy.
You will be responsible for solving broad programmatic and logistics issues and implementing strategic plans within and across organizational components.
You will lead acquisition studies and coordinate development of cost estimates and analyses during all phases of ship acquisition.
You will develop, deploy, and administer strategic plans, goals, objectives, and business office initiatives supporting technical and programmatic direction for current fiscal year and across the Future Years Defense Program.
You will be responsible for achieving program objectives including cost estimating, budget analysis, financial management, risk management, project system engineering plans, and program acquisition strategy.
You will develop, interpret, and implement programmatic strategy, policy, and plans to support overall program execution.
You will be responsible for development of program Plan of Actions and Milestones, identifying critical paths, program risks, and mitigations.
You will be responsible for preparation and delivery of program status reports and presentations to include briefings or special studies in response to emergent requests for information or resolution of problems.
You will have direct supervisory responsibility for civilians assigned to division that constitute a major duty occupying at least 25 percent of the position's time.
You will establish work assignments to be accomplished by the employees in the program, setting priorities, preparing schedules for work completion, and ensuring the timely performance of satisfactory work efforts.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (or GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector coordinating acquisition lifecycle compliance and program requirements (e.g., cost estimates, schedule, performance reporting and contract activities, integration, logistics, budgeting) for a ship system.
