The Ground Software Systems Branch at NASA Goddard Space Flight Center (GSFC) is seeking a highly skilled individual to serve as the Command, Control and Communications Segment (C3S) Lead for the Low Earth Orbit (LEO) Ground Services project. As the C3S Lead you will have a key role in the leadership, management and technical oversight of ground system engineering and operations activities for this component within the LEO ground communications and processing system.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Provide technical leadership in defining systems objectives and requirements, planning and design, and monitoring integration and testing.
Manage multi-disciplinary teams in the design, development, integration, test, evaluation, operation, and long-term maintenance of flight or ground hardware, software, simulators, and associated systems.
Guide and evaluate contractor efforts and assess technical progress in relation to the established schedule and resources allotted.
Coordinate with other offices within the project to establish content, cost, schedule of products, deliverables, and services.
Serve as an agency expert in integrating requirements necessary for life cycle development of the data systems and/or ground data systems utilizing Agile engineering processes, as well as legacy systems engineer paradigms.
Initiate investigations and studies to evaluate and recommend proposed design criteria; identify solutions to critical problems in design, construction production, or operations.
Serve as liaison between research, design, and operations. Provide technical leadership in defining systems objectives and requirements, planning and design, and monitoring integration and testing.
Interact with senior management to formulate agreements and plans for institutional support of project activities.
Manage cost, schedule, and technical aspects including risk management of the project. Manage risks for the C3S segment as delegated by the Project Manager.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Performing work in the areas of design/development, testing, and/or maintenance of flight and ground software applications or subsystems;
Developing subsystem resources, analyzing, and tracking schedules, budgets, and resources to assure the subsystem meets with planned activities;
Organizing project work based on project objectives (i.e. tracking progress, coordinating efforts with system leads, monitoring progress and evaluating outcomes) to accomplish goals.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Leading the overall design/development, operations, testing, and maintenance of flight and ground software systems and associated applications;
Developing and managing resources, analyzing and tracking schedules, budgets, and resources to assure they meet with planned activities;
Determining short- or long-term project goals, setting priorities, and developing strategies to achieve goals.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
