THIS IS AN ARMY NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 32 PUBLIC AFFAIRS SPECIALIST (PAO), Position Description Number D1169000 and is part of the MI JFHQ Army, Michigan Army National Guard.

Duties

***THIS IS A TITLE 32 NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP*** This position is located in the Joint Force Headquarters - State, Personal Staff, Public Affairs Office (PAO). The primary purpose of the position is to assist the state's Public Affairs (PA) Officer at the strategic and operational level, with particular emphasis on developing segments of more complicated or sensitive communications campaigns and executing the National Guard Bureau's (NGB's) communication objectives. 1. Assists the Public Affairs Officer in the formulation of long-range plans and policies to enhance public understanding, support and acceptance of Public Affairs programs and/or activities statewide. 2. Researches and develops informational materials and complete communication campaigns for release to audiences through electronic and newspaper media. 3. Responds to media requests for information of both a routine and controversial nature. 4. Maintains close working relationships with officials of various civic, media and community groups and Department of Defense personnel, as well as state and national government officials outside the NG. 5. Provides training to UPAR's on PA program policies, practices and processes. 6. Creates new or adapts or modifies accepted communication campaign formats to reach a target audience with a specific message. 1. Serves as the JFHQ-State Public Affairs Officer, directly reporting to the Adjutant General (TAG). 2. Serves as the official spokesperson for the Adjutant General on controversial and complex issues before the representatives of the print and broadcast media and national organizations (i.e., Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Department of Army (DA), Department of Air Force (DAF), etc - and national organizations, such as Sierra Club, Nature Conservancy, NGAUS, etc.), the general public and special interest groups. 3. Accurately and promptly responds, in written and oral form, to information requests from the public and queries from the news media. 4. The JFHQ-State PAO interacts and coordinates with multiple state and federal homeland defense and homeland security agencies, to include the state's emergency response departments and various federal agencies. 5. Provides expertise, assistance and consultation to the TAG and state National Guard field offices in initiating and maintaining effective working relationships with the general public, specialized groups, the news media and community and governmental entities using National Guard capabilities and services in support of state or federal homeland defense missions. 6. While the J-6 is responsible for infrastructure (serves, hardware, software, etc), the JFHQ-Sate PAO is responsible for the content of any and all publicly accessible NG websites emanating in the state, or units usually assigned in the state. 7. Provides professional, seasoned analysis and advise to the Adjutant General, the TAG's staff and senior state National Guard leadership. 8. Supervises and/or oversees a subordinate work force of state and federal military and civilian personnel in the JFHQ-State Public Office and/or the field or unit PAOs.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the Michigan Army National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the Michigan Army National Guard must be eligible for immediate membership and employment in the Michigan Army National Guard in the military grade listed in this announcement.

  • May be required to successfully complete a probationary period.

Qualifications

Military Grades: SGT - MAJ SPECIALIZED EXPERIENCE: Months Required: 36 Months Experience, education, or training involving a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military. Experience developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences. Experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions. Experience responding timely and appropriately to requests for information concerning agency programs and services.
