This position is located in the Department of Homeland Security (DHS), Office of the Chief Security Officer.
The primary purpose of this position is to provide guidance on the safeguarding, handling, and storage of classified and sensitive but unclassified information; execute and oversee the implementation and maintenance of a classification management program.
Non-BU: This is a non-bargaining unit position.
Duties
As a Security Specialist, GS-0080-13, your typical work assignments may include the following:
Analyze, interpret and administer Industrial Security related policies and directives to effectively to facilitate the protection of National Security Information (Classified and Unclassified Sensitive Information) department wide.
Assists in the development of Standard Operating Procedures and Department Policies. Industrial, Personnel and Physical Security guidance ensuring compliance of federal regulations.
Serves as a representative for inter and intra-agency working groups, counsels, committees, and other governmental and industrial associations, focusing on Industrial Security standards and policies for protection, safeguarding, and dissemination of classified and unclassified sensitive information.
Assists DHS Acquisition and Program Offices to identify and implement security guidance for incorporation within Solicitations, Contracts, Statement of Works, Statement of Objectives, Performance Work Statements, National Interest Determinations, Interagency Agreements Cooperation Research and Development Agreements and Cybersecurity Cyber Security Information Sharing and Collaboration Agreement.

Requirements

Qualifications
Specialized Experience:
You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as:
Evaluating and monitoring contractor(s) security programs; reviewing facility clearance and Safeguarding levels for contract companies and the management officials to assess the facilities' physical acceptability for possession and safeguarding of (Classified and/or Unclassified Sensitive Information).
Preparing and presenting high-level Industrial Security briefings/training; preparing and analyzing data to develop reports, responses to security queries, justifications, and background papers associated with Industrial Security.
Conducting security staff assistance visits, surveys, risk analysis and compliance reviews in accordance with applicable laws, regulations, Presidential Directives, Executive Orders, interagency
Substitution of education in lieu of specialized experience may not be used for this grade level.
Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
