The primary purpose of this position is to serve as a member of the Requirements Review Team. Responsible for development, standardization and implementation of the formal item review process in support of the D200A Secondary Items Requirements System (SLRS).

Duties

Direct the establishment of local policies and procedures for use by product directorates in developing programs for use in requirements determination processes. Perform formal item reviews to verify accuracy of requirement computation factors. Direct corrective action to be taken based on discrepancies noted during item reviews. Prepare and present reports, studies and briefings to evaluate the performance level of material management personnel. Develop detailed plans, goals and objectives for the implementation and administration of ongoing formal item reviews.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes activities associated with the formal item review process such as verifying accuracy of requirements computation factors, identifying discrepancies, applying analytical and evaluative techniques in resolving problems and directs the necessary action to be taken based on item review process; this item review process involves using a variety of inventory management systems such as D200A and applying knowledge of inventory management methods, procedures and practices; interpret, establish and direct policies and directives pertaining to requirements determination used in other career fields such as production and equipment services. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of accepted inventory management principles, procedures, techniques, and practices. 2. Knowledge of budgeting and funding processes related to inventory management functions. 3. Ability to apply new theories, concepts, and/or developments to demand problems not correctable by current methods, techniques or procedures. 4. Knowledge of specialized analytical methods and techniques to resolve difficult planning issues and problems. 5. Knowledge of forecasting methods and forecast error determination. Physical Demands Work is primarily sedentary with some minor physical activity during information gathering visits and while traveling to on-site locations to arrange for special events. Work Environment Most work is performed in adequately lighted and climate-controlled office setting. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
