This position is located in the Department of Homeland Security (DHS), Office of Homeland Security Situational Awareness
The primary purpose of this position is to provide OSA with operational expertise on a wide variety of mission areas and ensure the quality of operational reporting from various DHS entities, programs, and interagency organizations.
Non-BU: This is a non-bargaining unit position.
Duties
As a Management & Program Analyst, GS-0343-14, your typical work assignments may include:
The incumbent serves as a non-supervisory Management and Program Analyst within the Division and is responsible for carrying out a range of operational functions associated with the implementation of policies, plans, and procedures.
The incumbent performs daily operations by collecting and assessing information on a broad scope of topics in an effort to expand contextual and background information on areas of interests to senior leaders, advance Department-level capabilities pertaining to information management and situational awareness and expand partnerships to receive and deliver awareness.
In addition, the incumbent participates on various work groups, Operational Planning Teams (OPT) and supports the Crisis Action Process (CAP) or Incident Support Teams.

Qualifications
Specialized Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as:
Experience advising senior leaders in implementation of organizational policies, plans and procedures.
Experience collecting and assessing information that enhances understanding of situational awareness and decision support impacting the Homeland.
Experience in managing, coordinating, and building relationships with intradepartmental, interagency, and State and Local entities.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Essential Personnel Position - This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations. (5 U.S.C. 7501-7533 and 5 CFR, Part 752, as applicable).
Due to the nature of the mission, which includes providing emergency/crisis support, the incumbent is subject to recall either to the DHS National Operations Center (NOC), or an alternate Continuity of Operations (COOP) facility during emergency operational support conditions, training or exercises. Such incidents may require the incumbent to work extended hours and days outside his or her normal work schedule. Long hours under highly stressful and demanding conditions may be the norm during contingencies or major operations. The incumbent may be required to work rotating shifts, including night work, weekends and holidays.
This position involves critical duties and responsibilities that must continue to be performed during crisis situations and contingency operations. The incumbent may be required to work irregular hours outside of the standard workday/workweek and may be required to work a rotating shift schedule on short notice outside of the National Capital Region. Position may require travel 1 to 5 nights per month.
