This position serves as a member of the personnel suitability team in the Security Management Branch, Security, Safety & Emergency Division (SSEMD), Enterprise Office (EO), Business Center (BC)- Operations Office, Rural Development (RD) U.S. Department of Agriculture. Remote/Virtual: No Final determination of duty station will be made by the selecting official. Selectee will be require to report to a USDA office located in Washington, D.C or St. Louis, MO.

Duties

Applies suitability policy, procedures, and systems requirements involving the loyalty and reliability of people, and determines the suitability of individuals for entry and retention in low risk, non-sensitive positions. Initiates background investigations and evaluates prior background investigations to determine eligibility for reciprocity. Ensures background investigations are requested and conducted consistent with position risk designations. Adjudicates suitability for low risk, non sensitive positions by evaluation of reports, interprets and applies guidelines and renders suitability and eligibility determinations. Conducts technical and quality control reviews for investigations submitted, rejected or discontinued and maintains all records.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration at the GS-12 grade level). For the GS- 11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Assessing the reliability, loyalty, suitability and trustworthiness of persons who have access to sensitive or classified information, resources, and material; and providing recommendations to upper management on difficult personnel security issues. Analyzing and resolving difficult suitability issues. Initiating background investigations and adjudicating suitability for employees and contractors. Resolving most conflicts that arise, coordinating the work with others as necessary, relating new work situations to precedent ones, extending or modifying existing techniques, and interpreting and applying program policy in terms of established objectives. OR Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to such a degree; OR LL.M., if related. Equivalent combination of experience and education are qualifying at this grade level. For the GS- 12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Assessing the reliability, loyalty, suitability and trustworthiness of persons who have access to sensitive or classified information, resources, and material; and providing recommendations to upper management on difficult personnel security issues. Assignments are planned and carried out independently, resolving most conflicts that arise, coordinating the work with others as necessary, relating new work situations to precedent ones, extending or modifying existing techniques, and interpreting and applying program policy in terms of established objectives. There is no substitute of education for experience at the GS-12 level. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-0080 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
