The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Accomplishes various analytical studies and/or projects to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.
Recommends action plans and schedules for project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies.
Performs operational reviews, prepares thorough program analyses/evaluations, and provides guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives.
Conducts analyses of project data, requirements, and impact; identifies problem areas and determines how to resolve them. Monitors status and resources to meet goals and objectives and recommends adjustment of work plans and resources for project accomplishment.
Prepares feasibility studies, written guidelines/directives, memoranda, and oral and written presentations, and conducts briefings to communicate findings, advice and recommendations, and implementation plans to managers and executives.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE:
GS-11 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: -Preparing evaluations for a segment or phase of a broader project or study. -Using conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; -Preparing draft reports and other substantive guidelines and materials; -Recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; -Performing operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations; -Making recommendations and conduct studies of employee/organizational efficiency and productivity; Experience researching, analyzing and adjusting basic tax accounts using Command Codes in IDRS, and online tools; CIS (Correspondence Imaging System), AMS (Accounts Management Services) or IAT (Integrated Automation Technologies); Experience using Microsoft Office or equivalent software programs (Word, excel, PowerPoint, outlook) to prepare briefings and reports, manipulate spreadsheets and prepare presentations.
OR
Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university.
OR
Three full years of progressively higher level graduate education leading to a Ph.D. degree in a related field of study.
OR
LL.M., if related.
OR
You may qualify by a combination of experience and education.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

GS-12 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience includes: Experience with evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; Experience with project management techniques to plan, schedule, and conduct complex projects; Experience with identifying actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations; Experience with budgeting methods and techniques to prepare analyses and estimates; Experience with oral communication techniques to present findings and negotiate solutions; Experience researching, analyzing and adjusting complex tax accounts using Command Codes in IDRS, and online tools; CIS (Correspondence Imaging System), AMS (Accounts Management Services) or IAT (Integrated Automation Technologies); Experience using Microsoft Office or equivalent software programs (Word, excel, PowerPoint, outlook) to prepare briefings and reports, manipulate spreadsheets and prepare presentations.
AND
