About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE.
Duties
Serve as the Information Technology (IT) specialist and focal point for all matters concerning IT database administration, management, policy and planning, and systems security.
Provide web, software, application, and database development, installation, administration, cyber tools installation, cyber incident response, damage assessments and assists other cyber workforce personnel.
Perform IT project management, system security, and customer support functions within a multi-domain environment.
Ensure Site Collection Administration, client-side web development, and A365 applications comply with security and operating system requirements; this includes NIPRNet, SIPRNet, and JWICS systems, and related IT equipment.
Apply technical expertise to solve software-coding problems by properly evaluating and interpreting manufacturer’s manuals, application code, or similar technical documents, working with other staff directorates, agencies, and contractors.
Coordinate with the Ground Intelligence Support Activity-West (GISA-W) personnel on JWICS installation, maintenance, life-cycle replacement, user accounts, and related issues and requirements.
Support and assist with new systems and upgrades existing systems. Prepare requests for new equipment and capabilities; and submit system user required forms for new user accounts.
Serve as primary site collection administrator for Microsoft SharePoint Collaboration platform and A365 collaboration systems, a student registration web application, and a database course management application.
Perform functions associated with system design, system access, customer support, application management, database management, database administration and disaster recovery, standardization, and system documentation.
Provide technical training and instruction on operation, maintenance, testing, and troubleshooting of systems, software, and applications. Provide user training on all HT-JCOE systems and applications as required.
Coordinate with J2 Security Division on information security requirements, providing advice to users on on-site and off-site configuration and integration solutions and methodology.
Lead assigned projects and prepare technical plans and documentation, budget estimates, lists of material (LOM), and project timelines.
Research technical solutions and vendor sources for procurement of materials and services.
Perform technical reviews of proposed configuration or architectural modifications, to include requests for network connectivity and usage, and provide recommendations for approval, disapproval, or waivers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- This position is designated as IAT/IAM II for IA/cybersecurity certification. Employee must obtain and maintain appropriate certification compliance IAW DoD 8570.01 or other applicable requirement as directed within six months of hire.
- Two year trial/probationary period may be required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify, applicants must have one year or more of specialized experience that demonstrates a practical knowledge of information technology operating systems and systems administration as demonstrated by performance of all of the following: 1. Utilizing security techniques to ensure system remediation and compliance of classified and unclassified server operating systems; 2. Integrating information system components to install and maintain software and hardware, control current versions and future releases of applications software, and document the physical configuration of an information system; and, 3. Employing or utilizing systems diagnostic tools and fault identification techniques to diagnose and recover failed systems. All of the above specialized experience must have been performed within classified and un-classified systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).
Specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
