You will serve as a Supervisory Program Analyst in the Joint Engineering Development Initiative Division, Spectrum Warfare Department of NAVAIRWARCENWPNDIV CHINA LAKE.
Duties
You will oversee the management and leadership of recent college graduates (New Professional NPs and ESDPs) in accordance with the organization's policies and procedures.
You will provide career development planning and opportunities to empower employee ownership of their careers and goals.
You will work with the Software and Mission Systems Integration Department and Professional Recruitment Office to ensure alignment of activities to NP Program needs and vision.
You will be responsible for establishing and maintaining open and transparent communications and appropriately communicating information via Branch/Division/Department meetings, one-on-one meetings, and email.
You will be responsible for interfacing with product customers (IPT’s, TPO’s, EDT’s and other programs) to assess workforce personnel needs.
You will support Division and Department policies and implement the NAWCWD Command policies and regulations, such as Equal Employment Opportunity, safety, and security.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band (NM-03) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Leading and managing recent college graduates (New Professional NPs and ESDPs) in accordance with the organization's policies and procedures; 2) Coaching, mentoring, and developing employees to ensure enhancement of their technical and professional skills, while also monitoring personnel performance; 3) Performing workforce planning, recruiting, and hiring and establishing placement plans that align with mission execution needs and first year development objectives; 4) Providing performance feedback using performance management processes, recognition, rewards, and disciplinary action.
