As a HR Specialist (Senior Advisor) at the GS-0201-15, you will be part of OPM Human Resources, Office of Personnel Management. If selected, you will be responsible for serving as a Senior Advisor to the Agency's Chief Human Capital Officer (CHCO). The incumbent will support senior level requirements across Human Resources (HR) and is responsible for rendering sound analysis, identifying and mitigating potential risks, and providing recommendations to the CHCO.

Duties

Provides assistance, guidance, and policy recommendations based on first-hand knowledge of HR policies, priorities, plans, and viewpoints, as well as a keen and comprehensive knowledge of HR's program areas and operations. Carries out complex and sensitive assignments that require extensive fact-finding, coordination, analysis of data, and presentation and defense of conclusions. Provides critical recommendations concerning Human Resources program direction and oversees the development and coordination of policies and implementation plans for incorporating OPM HR efforts into OPM's strategic plan. Assists in the formulation of policies and positions dealing with sensitive and complex issues affecting HR's portfolio of workforce programs. Provides advice to the CHCO on the effect of proposed and new initiatives. Assists the CHCO and others within HR with developing and producing quality products, such as guidance, presentations, and other documents intended for internal or public consumption. Provides executive leadership and oversees operation and administrative management of Agency workforce planning efforts regarding matters such as but not limited to policy development, modification, and implementation; training and outreach; and internal auditing and reporting practices. Provides critical and substantive workforce and labor relations advisory guidance..

Qualifications

For the GS-15 Grade Level: You must have at least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in public or private sectors), which includes performing the following activities: Providing assistance, guidance, and policy recommendations concerning HR policies, priorities, plans, and viewpoints; Performing assignments requiring extensive fact-finding, coordination, and analysis of data to present and defend conclusions and recommendations; Assisting in the formulation of policies and positions dealing with sensitive and complex issues affecting HR's portfolio of workforce programs; Providing advice to line executives and managers on the effect of HR proposed and new initiatives; Overseeing operations and administrative management of Agency workforce planning efforts; Providing workforce planning and labor relations advisory and guidance in the areas of emphasis and goals, developing plans and policies, and issuing pertinent guidelines and instructions in order to achieve them; and Addressing talent management problems such as organizational structures, designs, succession plans, supervisor-to­ employee ratios, and workload distribution. Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS-15 grade level. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
