The Office of Accountability and Whistleblower Protection (OAWP) is committed to ensuring accountability within the Department of Veterans Affairs (VA). OAWP was statutorily established by the VA Accountability and Whistleblower Protection Act of 2017 (Accountability Act), P.L. 115-41, and its functions are codified under 38 U.S.C. § 323.
Duties
This position serves in the Quality Division within the Office of Accountability and Whistleblower Protection and accomplishes the following major duties:
Collaborates with OAWP Directorates to develop and conduct non-financial evaluations, reviews, and audits to test compliance with the Accountability Act and implement recommendations from audits and investigations.
Conducts non-financial programmatic audits, reviews, and evaluations according to auditing standards to identify systemic issues, gaps, and areas for improvement.
Tracks, manages, and oversees the process by which OAWP issues policies and procedures for better operational efficiency.
Prepares reports and recommendations regarding performance reviews and audits (non-financial) of OAWP operations.
Drafts audit or review plans, which include scope and methodology, applicable research, objectives, audit questions, and data collection and measurement strategies (qualitative and quantitative analysis) to meet objectives.
Provides expert quantitative/qualitative analysis that effectively and efficiently accomplishes audit, review, or evaluation objectives.
Documents the research process, findings, and risks; and prepares written analysis summaries when appropriate.
Prepares briefings for OAWP leadership and agency decision-makers on findings, recommendations, and corrective measures to improve OAWP programs, practices, and policies.
Utilizes data to explain complex evaluations, statistical, and data analysis methodologies and findings to non-technical audiences and stakeholders.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: conducting and/or leading complex programmatic audits (not accounting, financial or IT audits), reviews, and evaluations according to government or industry standards to identify systemic issues, gaps, and areas for improvement; make high-level recommendations based on programmatic audits (not accounting, financial or IT audits); providing advice to senior executives on complex, organization wide programs involving investigations, complaints, processes, policies or procedures; independently planning and conducting high-level interviews; independently drafting audit, review or evaluation plans, which include objectives, scope and methodology, criteria and timelines; collaborating with internal and external stakeholders to develop and conduct evaluations, reviews, and audits; drafting written reports and conducting briefings for agency and departmental decision-makers on complex research methodologies, findings, conclusions, recommendations and supporting evidence; knowledge of government or industry auditing (programmatic, not accounting, financial or IT) or evaluation standards, research methodologies/evaluation, and qualitative and quantitative measurement methods.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary and performed in an office environment.
