About the Position: The incumbent of this position serves as the Deputy Chief of Emergency Management Branch and serves as principal advisor to the Mississippi Valley New Orleans District (MVN) Commander on all matters relating to natural and technology disasters, national security emergencies, civil disturbances, and terrorism activities. The incumbent is responsible for managing the New Orleans District Emergency and Security Programs.
Duties
Deputy Chief of the Emergency Management Office and the Program Manager for the Flood Control/Coastal Emergency (FC/CE) program, the National Emergency Preparedness (NEPP) program, and OCONUS district support of Overseas Contingency Operations (OCO).
Responsible for preparedness, response, and recovery for floods on the Mississippi River and Tributaries and other potential U.S. Army Corps of Engineers (USACE) emergency response requirements.
Conducts detailed research, analysis, and review in preparing staff actions and coordinating support for current operations, contingencies, and crisis actions.
Develops Security procedures and updates district wide policies and programs to respond to emerging technology developments and expanded security requirements.
During declared emergencies, serves as the Emergency Operations Center (EOC) coordinator and tasks organizations within Mississippi Valley New Orleans District (MVN) to perform work necessary for mission execution.
Exercises supervisory duties over Emergency Management staff and Security staff.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is considered Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of operations and systems.
- Emergency Essential position is not subject to dismissal in emergencies based on inclement weather conditions, or other emergency situations, as appropriate. Employee is required to report for, or remain at, work in emergency situations.
- This position is subject to 24-hour recall to perform emergency response duties and may include duty on weekends or nights to support training for or during actual emergency operations.
- This position requires the incumbent be able to obtain and maintain a Secret clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
- One-year probationary period may be required.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- One-year supervisory probationary period may be required.

Specialized Experience: One year of specialized experience which includes 1) Administration and oversight of emergency management or security activities; AND 2) Leading a technical team, including implementation of policies and regulations; AND 3) Writing, implementing, and tasking items received from upper management; AND 4) Managing emergency events with emphasis on staffing and reporting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-13 you must have 52 weeks at the GS-12 level.
