Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement. To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following: Experience analyzing, evaluating, and/or improving the effectiveness of internal administrative operations, organizations, management structures, or agency programs related to climate change and equity, AND Ability to convey policy and program concepts to technical and non-technical managers, and other parties with clarity, conciseness, and persuasiveness to obtain the cooperation of others while defending findings to peers and management officials, AND Knowledge of effective group relationships, interpersonal skills, and the ability to deal with a variety of people in various situations. ORA Ph.D. or equivalent doctoral degree or at least three full years of progressively higher-level graduate education leading to such a degree or LL.M. in a related field (Transcript required).ORA combination of specialized experience, as described in the vacancy announcement, and related education, that when combined, meet the qualification requirements for this position (Transcript required). Education

Grade GS-11: Education substitution: This position permits applicants to qualify based on education (or a combination of education and experience), as outlined in the "requirements" section. Grade GS-12: No Educational Substitution: There is no educational substitution for this position, and you must meet the qualifications listed in the "requirements" section of this announcement.
