This vacancy is for an International Economist in the International Trade Administration within the Department of Commerce. The position is being filled under OPM's government-wide Direct Hire authority. See the Hiring Path Clarification Section, below.
Duties
As s International Economist, you will perform the following duties:
Conduct extensive research into centrally-planned, mixed or transitioning economies (e.g., Belarus, China, Vietnam) to determine whether those countries meet the statutory criteria for nonmarket economies for purposes of Commerce's administration of the U.S. antidumping (AD) law.
Research key aspects of the economies of countries involved in the agency's anti-dumping (AD) and countervailing duty (CVD) proceedings to develop the methodologies and factual underpinnings of the E&C's findings involving key AD concepts as "particular market situations," surrogate values, and key CVD concepts as "public bodies," "financial markets distortions," specificity, and currency undervaluation.
Supports the Director in developing enforcement and compliance (E&C) positions and representing E&C on negotiations and litigations, including with respect to World Trade Organization, various Free Trade Agreements, and other negotiations and dispute settlement.
Serves as an advocate and representative of the E&C's positions with other U.S. governmental agencies and outside parties on key and sometimes controversial economic issues related U.S. trade laws and subsidies enforcement.
This Job Opportunity Announcement may be used to fill other International Economist GS-0110-11/12/13 (full performance level GS-13) positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.
Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Basic Education Requirement:
A. Degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

B. Combination of education and experience that includes courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Minimum Qualification Requirements for each grade level (in addition to the basic education requirement described above):
To qualify at the GS11 level you must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as:
Researching information and facts on international trade, analyzing trends, and
Developing presentations and written analyses, charts and graphs based on international trade research data. -OR-
At the GS-11 level education may be substituted for the specialized experience, as follows:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. -OR-
COMBINATION OF EDUCATION and EXPERIENCE: A combination of experience and graduate level education to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify. Applicants may have combinations of successfully completed graduate education and specialized experience to meet total qualification requirements.
To qualify at the GS12 level you must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as:
Conducting independent research on international trade activities and policies; and
Developing written evaluations and analyses based on international trade/ economic research findings; and
Presenting international trade research data and findings to senior officials (such as economists, trade analysts, stakeholders, etc.)
To qualify at the GS13 level you must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as:
Conducting independent research on international trade activities, policies and trends; and
Developing written evaluations based on research analyses and findings in international trade activities or international economic data.
Briefing international trade research findings to senior officials (such as economists, trade analysts, stakeholders, etc.) and
Making recommendations on international trade or economic activities and policies.
Education may not be substituted for experience at the GS12 or 13 grade levels.
