The primary purpose of this position is to plan Joint Airborne/Air Transportability (JA/ATT), special operations, contingency, Special Assignment Airlift Missions (SAAM), training, exercise, aeromedical, and humanitarian airlift for the Department of Defense at Pope Army Airfield NC.

Duties

Plans airlift requirements. Responsible for planning JA/ATT, special operations, contingency, SAAM, training, exercise, aeromedical, and humanitarian airlift for DOD based on aerial port backlog and user needs. Forecasts movement of various cargo and passengers. Reviews and evaluates taskings. Coordinates all airlift movement activities. Coordinates and plans airlift mission requirements of cargo and passenger movement for JA/ATT, SAAM, special operations, contingency, aeromedical, training, and exercise missions. Oversees Data Records Operations. Ensures appropriate documentation is sent, transferred, and received between Aerial Port sections and Data Records for production of cargo/passenger movement and historical reports IAW applicable AFI and local guidance. Performs support duties and functions, as identified by section or flight leadership, to include, but not limited to serves as aerial port GATES Workstation Area Security Officer (WASO) and Global Decision Support System (GDSSII) Unit Program Account Manager (UPAM).

  • Must be able to obtain and maintain appropriate Secret security clearance.
  • Certification and currency on transporting dangerous/hazardous cargo on military and commercial contract aircraft is highly desired.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Subject to working normal and other than normal duty hours to include rotating and/or 12-hour shifts, holidays, and weekends with staggered days off in order to accomplish mission requirements.
  • This position is designated as a key position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing (cond't)
  • (cond't) the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Knowledge of and technical analysis of the transportation considerations which affect the movement of cargo. Knowledge and technical expertise of load plans, aircraft configurations, restrictions and pallet contour of military and commercial aircraft for cargo transportation (load planning functions). Knowledge of various computer systems (GDSS, GATES), programs, and communication devices to plan and forecast information effectively. Knowledge of hazardous cargo to include: verifying validity and accuracy of Shippers Declarations of Dangerous Goods, compatibility, and certification to appropriate directives. Knowledge and skill in applying basic data gathering methods, such as standard interviewing techniques, to collect various types of factual information. Practical knowledge of established procedures and requirements related to management analysis. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. OR Combination or Education and Experience: A combination of education and experience may be used to qualify for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge and technical expertise in military and commercial air transportation. Knowledge of weight and balance procedures for transport aircraft to include knowledge of the types and sizes cargo which can be transported by the various military and commercial transport aircraft. Knowledge of various computer systems used in tracking air transportation information (GDSS, GATES) as well as other programs and communication devices to plan and forecast information effectively. Knowledge and understanding of cargo documentation, receipt, storage, track and trace, manifesting, special handling, on/off-loading equipment, transportation priorities, special cargo requirements, green and purple sheet procedures, space blocking procedures, border clearance procedures, and requirements for clearing hazardous cargo and related cargo processing aspects. Skill and ability in written and oral communications. Skill in being diplomatic, tactful, and forceful in decision making and coordinating processes with all customers, joint partners, and senior offices at higher echelons. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
