The primary purpose of this position is: To serve as an Air Operations Specialist, executing current operations planning and reporting functions to include scheduling, parking, planning, flight following, lodging and transportation support to current, immediate, or pending flight operations.
Duties
Prime Knight Program Manager, manages, coordinates, and maintains a calendar, schedule, and database of enroute missions, support requests, and support requirements. Coordinates and communicates the status of support with the requestor.
Coordinates with mission commander, staff and lead planners for training, exercise, and contingency missions to assess operational support, lodging and transportation support requirements.
Vehicle Control Officer (VCO) for contracted fleet of fourteen government vehicles used as primary source for TDY aircrew/support personnel transportation requirements.
Directs the review, edit, input, verification, and production of computer airlift schedules and mission changes while maintaining expert knowledge of regulations, instructions, policies, standard operating procedures and memorandum guidance from various sources that pertain to transient aircrew and manpower augmentation management.
Attends JA/ATT conferences, Joint Forcible Entry Readiness Symposium, and Reserve Allocation Meetings to validate TACC missions through Pope AAF and represents Pope AAF policies for transient support.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Required to work an uncommon tour of duty and frequent scheduled and unscheduled overtime. Work after normal business hours is expected and should be anticipated.
- Will be required to carry a government issued phone during on and off-duty hours.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

This is a Key Position. The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series, 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; Knowledge of the functions, processes, and principles of management and analytical and evaluative techniques as they apply to the identification, consideration and resolution of issues or problems related to the current operations planning and reporting functions in support of all flight operations as they relate to Pope Army Airfield; Knowledge of the organization, programs, mission, and functions of the 43 OSS and Pope Army Airfield to plan, schedule, and coordinate Prime Knight responsibilities; Knowledge and thorough understanding of the functions, concepts, principles and practices of the Air Force's Prime Knight Program and its governing policies, regulations, and precedents.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.D or F.D. which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of analytical and evaluative techniques to the identification, consideration and resolution of issues or problems related to the current operations planning and reporting functions in support of current, immediate, and pending flight operations.
Knowledge of the functions, processes, and principles of management as they apply to aircraft operations, aircraft scheduling and documentation, aircrew training and the efficient use of personnel and resources.
Knowledge and thorough understanding of the functions, concepts, principles and practices of the Air Force's Prime Knight Program and its governing policies, regulations, and precedents.
Knowledge of Air Force and Army structure, manuals, instructions, aircrew duty day, crew rest restrictions, airfield operations, airlift operations, mission scheduling, aircraft capabilities and limitations, fuel requirements, configurations and standard ground times, GDSS2, Joint Travel Regulations, Defense Travel Management, Defense Travel System, DoD Financial Management Regulation Volume 9 Chapters 2 & 3, DoD 5500.7-R, AR 58-1, Fort Bragg Master Policy #30, contingency operations, and the Immediate Response Force
Skill in application of Fleet Management functions, concepts, principles, practices, and governing regulations, policies, procedures, and precedents.
Skill and ability in application of current information technology software programs (i.e. Microsoft Word, Excel, PowerPoint, Outlook, etc.); Ability to communicate effectively orally and in writing, and to apply considerable tact and diplomacy in personal contact with the senior level personnel and visitors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
