Duties
Applies military aviation operations experience to analyze, develop, coordinate, and evaluate issues and recommends development of solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in Air Force programs.
Documents planning and programming decisions in appropriate formats to meet Joint, Air Force, and MAJCOM training requirements.
Monitors, evaluates, and actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
Maintains professional and technical expertise.

- Work may occasionally require travel away from normal duty station via military or commercial aircraft or motor vehicle. A current, valid driver’s license may be required.

- May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
- Must be able to obtain and maintain a Secret Security Clearance.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series, 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; comprehensive knowledge of the mission and organization of Mobility Air Forces, air mobility directives, instructions, requirements, and terminology to plan, execute, and monitor operations in coordination with other operations activities; knowledge of joint doctrine, tactics, and procedures to the degree required to apply that knowledge to ensure optimal combat success and instruct others in that comprehension; knowledge of planning/executing various military mission specialties such as: Command and Control, Air Defense, Personnel Recovery, Tanker, Airlift, Intelligence Surveillance and Reconnaissance, Weather, Information Operations, Special Operations, Close Air Support, Interdiction, Force and the ability to roleplay these mission specialties during computer-assisted exercises from a friendly force and opposition force perspective.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the application of military aviation operations expertise as it applies to support of major military operations such as mobilization, deployment, and war; from Counter-Insurgency Operations to Major Combat Operations.
2. Comprehensive knowledge of Joint, Air Force, command, and organizational planning processes to include: the establishment of goals and objectives, the adjustment of planning actions due to actual events, the capabilities and relationships of various command entities and their ability to support the planned program or operation.
3. Knowledge of joint doctrine, tactics, and procedures to the degree required to apply that knowledge to ensure optimal combat success and instruct others in that knowledge.
4. Skill in planning/executing various Air Force mission specialties such as: Command and Control, Air Defense, Personnel Recovery, Tanker, Airlift, Intelligence Surveillance and Reconnaissance, Weather, Information Operations, Special Operations, Close Air Support, Interdiction, Force and the ability to roleplay these mission specialties during exercises from a friendly force and opposition force perspective.
5. Skill to communicate effectively both orally and in writing as an instructor and professional exercise controller, training mid-level to senior military commanders and their staffs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
