Duties

You will serve as the principal Activity Contract Technical Representative (ACTR) for the NMCI Contract at NAWCWD China Lake. You will serve as the NAWCWD China Lake subject matter expert for NMCI/NGEN contract services. You will oversee and manage the ordering and payment for services as well as principal authority for the escalation of NMCI related issues, and project planning such as MilCONS, and Lab revitalization projects (LRPs) to NAVAIR HQ and PEO-Digital. You will serve as the primary NAWCWD China Lake POC for the execution of the NMCI prime and associated sub-contractors for operational status, problem resolution, and operational, maintenance, planning and execution. You will serve as team lead for staff members, triage and distribute tasking in alignment with team members' functional areas and assist in the development and growth of staffing capabilities within NMCI services and contractual constructs. You will provide technical and project leadership to the NMCI team comprised of representatives from all NAWCWD China Lake Departments. You will develop, implement, oversee and manage quality assurance and validation initiatives related to contract performance, as well as NAWCWD NMCI POC performance related to technical execution and administrative accuracy in documentation. You will apply technical skills and knowledge in support of the ACTR role, including communication concepts via presentations to all levels of the organization, web pages, and customer support as applicable. You will plan, coordinate and execute an approximate $8M NAWCWD command NMCI variable budget. You will participate and lead team environments within and external to the NAWCWD China Lake organization to ensure alignment of these solutions and products with NAWCWD and Navy strategy.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

DA-05: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS 11-12) grade level or DA-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Overseeing and managing the ordering and payment for services as well as principal authority for the escalation of issues, and project planning; 2) Serving as a team lead for a component, overseeing tasking for team and supporting command assets; 3) Managing task orders, services available on the contract, providing POCs guidance regarding contract-available services, and coordinating with teams to accomplish installation & configuration of devices; 4) Developing, implementing, overseeing, and managing quality assurance and validation initiatives related to contract performance, technical execution, and administrative accuracy in documentation; and 5) Planning, coordinating and executing a command variable budget. DA-04: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS 9-10) grade level or DA-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Overseeing the ordering and payment for services as well as escalation of issues, and project planning; 2) Serving as a team lead for a component, overseeing tasking for team, and supporting command assets; 3) Providing POCs guidance regarding contract-available services, and coordinating with teams to accomplish installation & configuration of devices; 4) Implementing, overseeing, and managing quality assurance and validation initiatives related to contract performance, technical execution, and administrative accuracy in documentation; and 5) Coordinating and executing a command variable budget.
