About the Position: Serve as the Division Chief, Information Collections and Office for Unit Records Response (OURR) Division. Assumes delegated responsibility for directing all phases supporting the Paperwork Reduction Act and Federal Register requirements for the Department of the Army and the search for Army records in support of the Veterans Administration. Advises leadership on information collection and its subprograms and Army records response
Duties
Supervise operations impacting accomplishment of the primary program and program missions of Information Collections and the Office for Unit Records Response (OURR).
Direct complex analytic studies that result in improved procedures, methods or policies applicable therein.
Review and analysis of methodologies, procedures, policies and execution of programs disciplines and associated technologies.
Establish priorities, processes, phasing and general procedures to be followed in ensuring Army wide information collections and its subprograms and unit records response practices are simplified, compliant with Federal Law.
Give advice and counsel to employees relative to work and administrative matters.
Assist employees in improvement of performance and keeps them informed of policies, procedures and other management programs and goals.
Justify, defends, or negotiates information collections and unit records response in accordance with established policies.
Assure that subordinates are trained and fully comply with the provisions of security regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- TDY may be required for approximately 15% of the time.
- Must be able to obtain and maintain a Secret security clearance.

Specialized Experience: One year of specialized experience which includes leads records or information collection program providing guidance on policies, procedures, evaluating employee performance, or identifying training needs; develop standard operating procedures, policies, and/or regulations that impact Information Collections programs; and maintain records in accordance with applicable regulations and directives such as the Paperwork Reduction Act, Records Management regulations, and Privacy Act of 1974.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
