About the Position: Responsible for providing technical, program and analytical expertise in the operation and management of the Army Records and Information Management (RIM) Program and its component core programs. Develops long-range objectives, plans and feasibility studies for overall program and specialized components of the program.

Duties

Provide technical, program and analytical expertise in the operation and management of the Army Records and Information Management (RIM) Program and its component core programs. Apply specialized knowledge of records management and information program disciplines and identifies procedures and methodologies that improve the effectiveness and efficiency in the life cycle management of Army records and documentation. Conduct on-site evaluations to verify compliance with statutory and regulatory guidance, efficiency and economy of the process, and provide immediate source of technical assistance to the organization being surveyed or studied, when necessary. Assist with the review, study and analysis of existing manual and automated Army recordkeeping systems and applies specialized knowledge to one or more component programs. Maintain close liaison with the National Archives and Records Administration (NARA), and the Departments of the Army Records Management Officials and provides guidance in the management and control of records requirements. Review and analysis of methodologies, procedures, policies, and actual execution of one or more of the records management disciplines and associated technologies Conduct evaluations of methods, procedures, Federal and Departmental compliance, and suitability to Army functional requirements of organizational and Army-wide recordkeeping systems. Perform complex analytical studies that result in improved procedures, methods, or policies applicable to the mission. Creates and conducts records management training for agency and staff.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • You may be expected to travel for this position approximately 35% of the time.
  • This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.

Specialized Experience: One year of specialized experience which includes provide technical assistance on the operation of Records and Information Management Programs; analyze procedures or practices that may improve the effectiveness or efficiency in the records management; and assist with preparing or presenting organization presentations through informational briefings or reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business or Managment. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
