PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. This position is located in ARC/Division of Procurement/Centralized Services Branch. As an Agency Purchase Card Specialist, you will provide guidance and analysis of the Government Purchase and Fleet Card Program in compliance with Federal acquisition regulations, Treasury acquisition regulations, and Fiscal Service procurement policies and procedures.

Duties

The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. - Monitor performance and customer indicators and identify problems with minimal assistance. - Assist with the management of the Government Fleet Card Program for Fiscal Service and its external customer agencies. - Provide functional/technical support to users of the bank provider's Electronic Access System (EAS) that processes statement transactions that interface as an invoice in the Oracle Financial System. - Serve as a liaison between the cardholder and bank provider to resolve technical and operation problems including creating/updating user profiles and granting the appropriate level of access to users. - Perform analysis and review of program initiatives, customer inquiries, issues, and complaints, identifying trends and possible solutions.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé. Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes preparing custom reports to monitor, extract and analyze data to determine if the information is in compliance with regulations. Examples of such could include either of the following: - Run and analyze reports on a program to determine spending, volume, spending patterns. - Complete annual purchase card audits. OR You may substitute education for specialized experience as follows: - Ph.D. or equivalent doctoral degree, OR - 3 full years of progressively higher level graduate education leading to such a degree, OR - LL.M., if related OR You may qualify by a combination of education and specialized experience where the total percentage of experience at the required grade level compared to the requirement as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes performing analysis and review of customer inquiries, issues, and complaints to provide resolution while utilizing spreadsheets to report on the statistical data gathered. Examples of such could include any of the following: - Providing instructions to cardholders and non-cardholders. - Comparing reports regarding cardholder information. - Processing of cardholder and non-cardholder applications ensuring all necessary documents are received. - Assist users with resetting passwords, activating/deactivating users, assisting with instructions for statements/approvals, hierarchy information, account limits, etc. - Maintain master listing of accounts/non-cardholders OR You may substitute education for specialized experience as follows: - Master's degree or equivalent, OR - 2 full years of progressively higher level graduate education leading to such a degree, OR - LL.B. or J.D., if related. OR You may qualify by a combination of education and specialized experience where the total percentage of experience at the required grade level compared to the requirement as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-11, you must have been at the GS-9 level for 52 weeks. For the GS-9, you must have been at the GS-7 level for 52 weeks.
