About the Position: Serve as an Environmental Protection Specialist for the Government-in-Nature (GIN) functions of the Directorate of Public Works Environmental Section at Military Ocean Terminal Concord (MOTCO).
Duties
Coordinate directly with other installation personnel, contractors, and command staff providing assistance and advice on environmental matters.
Responsibilities include long-range planning, budgeting, programming, and resolution of environmental issues.
Responsible for the validation, coordination, and management of and updates to assigned environmental programs and plans.
Prepare, review, and staff for approval National Environmental Policy Act (NEPA) documentation.
Exercise environmental responsibilities for coordinating, determining, executing and approving assigned environmental preservation, protection and enhancement activities for MOTCO.
National Environmental Policy Act (NEPA) analysis for master planning and construction project development.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a Secret security clearance.
- Required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
- Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- Required to obtain and maintain a valid state driver's license and any installation and/or DoD license required for the type of vehicle being driven.
- Incumbent may be required to serve a 1-year probationary period.

Specialized Experience: One year of specialized experience which includes 1) Reviewing environmental documentation to ensure environmental compliance is met. 2) Supporting National Environmental Policy Act (NEPA) programs to meet regulatory and environmental compliance requirements such as: enforcing Corrective Action Plans, conducting inspections and/or surveying environmental impacts to ecology, wildlife, land use, noise, air quality, wetlands, hazardous waste and other environmental factors.3) Prepares correspondence and a variety of moderately difficult to complex reports to possibly include NEPA documents such as: records of environmental consideration, environmental impact statements, environmental assessments and environmental baseline studies. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
