About the Position: The incumbent will serve as the Military Surface Deployment and Distribution Command (SDDC) Environmental Specialist and Command expert on environmental and energy laws, regulations and unique requirements related to the management of Military Ocean Terminals (MOT), and its capital investment strategies.
Duties
Advise the Command Engineer of all major environmental and energy issues.
Manage Energy Program in coordination with Military Ocean Terminals (MOT) Energy Managers, Technicians, and Headquarters supporting Engineers.
Coordinate on short and long-range plans and develop programmatic strategies in environmental, energy and climate planning.
Consult necessary historical, regulatory, and technical references as needed to evaluate proposed actions.
Advise Department of Public Works (DPW) staff during field visits of potential environmental, energy, and climate related concerns and considerations.
Manage the Environmental Program, to include adherence to NEPA on behalf of SDDC in coordination with the Command Engineer, Army Environmental Command, Regulatory Agencies, and United States Army Corps of Engineers.
Serve as program manager and subject matter expert with responsibility for planning, coordinating, managing and reviewing actions regarding environmental, energy, and climate programs for SDDC.
Work with engineers daily to ensure that environmental planning is incorporated into all projects and that all environmental documentation is in place to support successful project construction and associated mitigation efforts.
Serve as a Contracting Officer’s Representative for all HQ managed environmental and energy management contracts and provide support as requested to MOT CORs for their locally managed contracts.
The duties are reflected at the full performance GS-13 level.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- As a Contracting Officer's Representative (COR), the employee is required to (at a minimum) complete all mandatory and refresher courses within the required timeframes.

Specialized Experience for GS-12: One year of specialized experience which includes assisting in performing administrative or program work relating to environmental protection programs; evaluating industrial and/or environmental processes for areas of noncompliance; researching and/or gathering data to collect and review technical information on environmental science; assisting in writing environmental compliance documents or environmental assessments and providing technical assistance to regional and/or field station personnel regarding complex environmental and/or waste and pollution issues to ensure environmental compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS11).
Specialized Experience for GS-13: One year of specialized experience which includes applying environmental program principles and procedures to one or more environmental program functional areas to solve complex problems; managing and reviewing actions regarding environmental, energy, and/or climate programs; developing plans and programmatic strategies in environmental planning; and solving multiple, complex problems/challenges allocated with environmental compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
