This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Apprenticeship (OA). It is established to analyze and advise management on policy-related matters, the effectiveness of program operations, and/or the productivity and efficiency of program operations.

Duties
As a Supervisory Program Analyst, your duties include, but are not limited to, the following:
Utilizes mastery in the application of a wide range of qualitative and quantitative techniques and methods for assessment and improvement of program operations to recommend new approaches and alternatives to address current and/or anticipated problems.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Coordinates the formulation and development of the national apprenticeship system under Title 29 CFR Part 29, and appropriate legislation.
Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and capabilities of employees.
Serves as an agency expert in areas such as performance management, statistics, data analysis, office operations; contracts management, grant management, partnership building, consulting with employers to develop workforce training, policy development, correspondence drafting, conference coordination, and federal advisory committee coordination.
Provides authoritative advice and consultation to ETA and OA officials and customers.
Consults with employers to development workforce training, policy development, correspondence drafting, conference coordination, and federal advisory committee coordination.
Establishes and maintains personal and official relationships with heads of Federal, State, and local agencies, employer, labor, education, and community groups for furthering the programs and policies of the Regional and National Offices related to the goals and objectives of ETA's programs.
Coordinates product line activities with other ETA organizations to assure a seamless implementation of ETA's initiatives and the overall accomplishment of the agency's Mission.
Counsels employees regarding their progress in meeting performance requirements, or actions needed to meet standards.
Develops performance standards and evaluates work performance of subordinates.
Interviews candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions.
Identifies developmental training needs of employees, providing or arranging for needed development and training.
Requirements

- Requires a supervisory probationary period if the requirement has not been met.
Qualifications
You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Supervisory Program Analyst, as described below.
For GS-0343-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized experience is defined as having ALL the following statements:
* Experience with developing, drafting, and executing complex grant and/or cooperative agreement funding opportunity announcements; and
* Experience with the development of grant and/or cooperative agreement policy guidance or technical assistance for workforce development programs.

There is no education substitution at the GS-14 level.
