Duties
Serves as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives.
Duties are complex as they relate to management and quality improvement disciplines:
implementation of program/project management
strategic planning
workforce planning
budget formulation and justification
quality improvement methods and initiatives
support, programmatic internal controls, analytics and reporting tools
Plans work to be accomplished by subordinates, sets and adjust priorities, and prepares schedules for completion of work.
Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and capabilities of employees.
Plans, organizes, and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment.
Plans, coordinates, and oversees major initiatives or projects to develop and implement new systems and/or processes that may have Bureau/Department-wide use and implications.
Plays a key role in the development and implementation of program policies, plans, guidelines, proposals, processes, and recommendations on issues which cross functional lines.
Qualifications

To qualify for the GS-14 you must possess 1-year of specialized experience at the GS-13 level to be considered. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities/competencies to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
Specialized experience is further defined as managing or personally performing professional, scientific, technical, program or administrative work in support of the operation and maintenance of water resource facilities, water control systems or associated facilities; safety, security, dam safety, or emergency management activities for civil works projects related to power or the storage and conveyance of water such as canals, dams, pipelines or tunnels; land, environmental compliance or water activities inherent to the overall program management of water resources projects. These examples are not all-inclusive.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 02/10/2024.

This position does not allow substituting education for experience.
