Duties
Plan work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work.
Find ways to improve production and increase the quality of the work directed.
Develop performance standards.
Responsible for the on-the-job safety and health of all employees supervised.
Plan, organize, and oversee efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment.
Independently applies a broad range of quality improvement knowledge and experience to include quantitative and qualitative measurement and analysis; program and project management; business case methods and measures; and customer satisfaction assessment and measurement.
Play a key role in the development and implementation of program policies, plans, guidelines, proposals, processes, and recommendations on issues which cross functional lines.
Work with team members enacting an initial repeatable process for performing reviews and assessments, and documenting, analyzing, and reporting findings.
Implement performance metrics to manage and monitor the operational efficiencies of the organization.
Guide management in effectively implementing planning efforts for current and future performance requirements.
Implement actions necessary to correct identified problem areas and follows through to ensure adjustments to program plans were made.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-15, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-14 level in federal service having demonstrated experience 1. Leading a multidisciplinary group overseeing one of the following: water operations and delivery; maintenance facilities; engineering design and construction; environmental; lands; acquisitions; property and fleet and administrative support staff.
2. Managing one or more of the following programs: planning; engineering, design and construction; water operations; river maintenance assessment; infrastructure management; general administration; environmental control; land management, acquisition and disposal; water resources management; management of recreation and fish and wildlife activities; repayment and economic analysis; and other programs.
3. Establishing and maintaining effective working relationships with diverse groups that include managers, employees and peers, Federal agencies, local entities, irrigation districts and public interest groups.
4. Utilizing project management principles and guidelines to manage multiple construction and maintenance infrastructure projects and priorities.
5. Managing large program budgets, analysis, and formulation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
