Duties

As Program Director the incumbent represents the Assistant Secretary - Water and Science in the implementation of all CUPCA activities associated with the Central Utah Water Conservancy District, the Utah Reclamation Mitigation and Conservation Commission, Native American Tribes, various Federal and State agencies, and the public. Provide direction and guidance to professional staff engaged in the implementation of CUPCA, using a thorough knowledge of the planning, engineering, water operations, general administration, and environmental and related water resource issues and considerations inherent in the study and/or operations of water projects, and knowledge of the broader implications and impacts of studies and/or operations. Maintain liaison with the Assistant Secretary - Water and Science, other officials within Interior, and with other Federal, State, Tribal and local agencies to ensure that current and future activities are properly integrated and carried out. Maintain a continual awareness of the views of concerned individuals, groups, or agencies with respect to environmental and ecological impacts arising from current or planned activities associated with the Secretary's implementation of CUPCA. Keeps the Assistant Secretary apprised of CUPCA activities with appropriate information, briefings, and recommendations. Develop and manage programs to determine the economic and engineering feasibility and environmental acceptability of proposed projects; directs the development, negotiation, and execution of contracts, operating agreements, and Memorandums of Understanding; and supervises and assists agency personnel in the enforcement of statutory and contractual requirements. Direct all activities necessary to ensure that the implementation of CUPCA is in compliance with all environmental laws including NEPA and the Endangered Species Act. Reviews and approves planning reports, definite plan reports, NEPA compliance documents with public involvement prior to approval. Represents the Secretary and provides effective leadership through highly developed skills in oral and written presentation while dealing with diverse individuals, groups and media representatives who often have conflicting views or actively oppose projects; while coordinating work efforts with other organizational entities; while responding to sensitive or controversial issues affecting the basic nature of the project; and while making formal or informal public presentations concerning the implementation of the CUPCA.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-15 you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-14 level in federal service having demonstrated experience at least four of the five following: 1. Leading a multidisciplinary group overseeing one of the following: water operations and delivery; maintenance facilities; engineering design and construction; environmental; lands; acquisitions; property and fleet and administrative support staff. 2. Managing one or more of the following programs: planning; engineering, design and construction; water operations; river maintenance assessment; infrastructure management; general administration; environmental control; land management, acquisition and disposal; water resources management; management of recreation and fish and wildlife activities; repayment and economic analysis; and other programs. 3. Establishing and maintaining effective working relationships with diverse groups that include managers, employees and peers, Federal agencies, local entities, irrigation districts and public interest groups; 4. Utilizing project management principles and guidelines to manage multiple construction and maintenance infrastructure projects and priorities; 5. Managing large program budgets, analysis, and formulation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 11/06/2023.
