You will serve as a SUPERVISORY IT SPECIALIST in the Engineering & Installation Division, Code H4H00 of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

Duties

You will be responsible for the technical and business coordination and day-to-day operations between all division management functions, division projects, operational warfighter customers, sponsors, and program offices. You will lead in the design, engineering, planning, and execution of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) modernization. You will supervise a group of subordinate supervisors and division staff employees. Performs administrative and human resource management functions. You will observe workers’ performance and conduct performance critiques.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Top Secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802 Advanced Level within 12 months of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: responsible for the technical and business coordination and day-to-day operations including Information Technology (IT) efforts between all division management functions, division projects, operational warfighter customers, sponsors, and program offices. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Establishes leadership guidelines and performance expectations which are clearly communicated through the Science and Technology Reinvention Laboratory personnel system. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Determines division objectives, sets priorities, delegates work, and manages resources. Knowledge of IT & Cybersecurity system operations, maintenance, and risks. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Plans, directs, manages, coordinates and is responsible for the division's total program effort ensuring continuity, and effective and efficient performance. NM-05: In addition to your experience demonstrating the four competencies above, Your resume must have one year of specialized experience equivalent to the next lower grade level GS-13 or pay band NM-04i n the federal service or equivalent experience in the private or public sector being responsible for technical and business coordination and day-to-day operations to design, engineer, plan, and execute Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) modernization; Skilled at advising senior level management on complex issues and recommending courses of action; Managing all phases of C4ISR installations; and leading organizational teams to shape strategy, implement best practices, and encourages new ideas and innovation. NM-04: In addition to your experience demonstrating the four competencies above, Your resume must have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band NM-03 in the federal service or equivalent experience in the private or public sector being responsible for technical and business coordination and day-to-day operations to design, engineer, plan, and execute Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) modernization; Skilled at advising senior level management on complex issues and recommending courses of action and managing all phases of C4ISR installations.
