This position is in the USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Management, Office of the Chief Information Officer, (M/CIO), at the U.S. Agency for International Development (USAID).

Duties

Oversees IT project integration, covering configuration management, IT architecture, infrastructure, systems integration, cybersecurity, privacy, and supply chain risk. Solves interoperability issues, and designs for current and future needs. Implements and documents initiatives to enhance business or tech functions. Gathers and validates user requirements, detailing current systems, change justifications, proposed concepts, operational scenarios, impact summaries, and system analysis. Plans and develops long-range objectives and milestones for IT projects that involve substantive, mission-oriented programs. Develops and monitors project performance measures throughout their lifecycle. Oversees risk, compliance, and assurance of projects. Implements project management procedures, tools, templates, and ensures adherence to IT governance policies. Assesses client IT needs for precise project scope, requirements, and deliverables in contractor work statements. Guarantees cost-benefit studies maximize human and material resources efficiency at minimal cost. Conducts detailed contract analyses for potential COTS and IT solutions acquisitions, assessing functionality and integration. Determines project specifications, requirements, and SOWs for IT hardware/software and services in multi-year contracts.

Requirements

  • United States Citizenship is required.
  • Relevant experience (see Qualifications below).
  • Must be able to obtain and maintain a Secret clearance.
  • Males born after 12/31/1959 must be registered with the Selective Service.
  • You may be required to serve a one year probationary period.
  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications

To qualify for the position of IT Specialist (INFOSEC), (GS-2210-13/14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to the series and grade you are applying to. BASIC REQUIREMENT: Applicants must have IT-related education and/or experience demonstrating each of the four competencies listed below at a proficiency equivalent to the next lower grade level in federal service. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience: You must have one year of specialized experience equivalent to the next lower grade level in the federal service; experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized Experience GS-13; You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Managed complex IT projects, overseeing all phases from initiation to completion, ensuring adherence to budget, schedule, and quality standards; (b) Conducted cybersecurity assessments and implemented risk mitigation strategies to safeguard IT systems and data; (c) Contributed to the development and enforcement of IT governance policies and procedures; (d) Assisted in the development of IT strategic plans and initiatives. Specialized Experience GS-14; You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Demonstrated leadership in managing multiple, high-impact IT projects, with responsibility for strategic planning, resource allocation, and successful project delivery; (b) Developed and implemented comprehensive cybersecurity programs, ensuring compliance with relevant policies, standards, and regulations; (c) Led the design and implementation of IT governance frameworks, ensuring alignment with organizational goals and regulatory requirements; AND (d) Developed and implemented organizational IT policies, ensuring compliance with federal regulations and industry best practices You MUST meet all qualification requirements by the date your resume/application package is reviewed.
