Duties

Serves as CCMD-level joint exercise planner advisor providing expert advice, planning, development, execution, observations, controls, and support for post-exercise assessments for the VS, AS, VG, and AE exercise programs. Provides expert advice and guidance on the policy, plans, procedures, actions, and milestones to ensure the effectiveness and efficiency of exercises in support of the Command's readiness posture. Provides administrative support for joint exercise programs and events.

  • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies
  • This position is eligible for situational telework, which is separate and distinct from the employee’s eligibility. DD Form 2946, DoD Telework Agreement and required telework training must be completed prior to participation in telework

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes : (1) providing expert guidance on policy, plans, procedures, actions and milestones to ensure the effectiveness of exercises designed to support a readiness posture; (2) knowledge of civilian and military operations and training to develop and implement event management and control techniques which will minimize or eliminate unsafe operations and conditions in industrial and training settings; (3) knowledge of JTS, Joint doctrine, Joint plans, strategy, policy, and practice to apply concepts on a day-to-day basis in a high stress environment with intense domestic and international event situations and make critical characterization judgments to formulate recommendations that may have strategic impact/consequences. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Skill in the management of detailed planning and execution of multiple exercises. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. 2. Skill in applying JTS and JELC concepts to meet exercise and training objectives and reporting responsibilities. Ability to react in a high stress environment with intense domestic event situations and make critical characterization judgments, formulate recommendations that may have strategic impact/consequences. 3. Skill in managing several projects simultaneously. Ability to plan, organize, and manage studies or projects and to negotiate effectively with management to accept and implement recommendations where proposals may involve substantial resources and require extensive changes in established concepts and procedures. 4. Knowledge of: military law and doctrine; Joint policies and procedures; DoD, Services, Joint, national intelligence, federal, state, and other pertinent interagency and international organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures. 5. Knowledge of military strategic, operational, and tactical concepts, principles, and processes across all domains (e.g., air, land, maritime), warfighting functions, and Homeland Defense (HD), Civil Support (CS), and Theater Security Cooperation (TSC) missions. Knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory personnel/manpower/services programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems. 6. Knowledge of relationships of the various CCMD missions and organizations and the respective agents for those commands involved in overall planning and executing military operations and evaluations. Knowledge and skill in applying concepts of the Joint Training System, Joint doctrine, Joint plans, strategy, policy, and practice in day activities. CONDITIONS OF EMPLOYMENT CONTINUED: Superior Qualifications may or may not be considered Incentive for Leave Accrual - A newly appointed or reappointed employee may receive service credit for prior work experience or active duty uniformed service that otherwise would not be creditable for the purpose of determining his or her annual leave accrual rate. All creditable service must be directly related to the duties of the position being filled and decisions to allow for such credit must be finalized prior to the selectee's entrance on duty. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
